At the time the partition he was f a student in the 4th year class o the City College . In 1 905 he made speeches suggesting that all stu dents should leave their schools unless the Govern a ment Circular , issued in that ye r , against their par tici ation p in politics was withdrawn , and he after wards organised the Anti - Circular S ocie ty in m 1 9 1 9 the sa e connection .
