Sununu Bureau of Aeronautics and the Honorable Council January 22, 2019 State House Concord, NH 03301 REQUESTED ACTION Authorize the Department of Transportation to amend a grant to provide additional funding to the Nashua Airport Authority, NH (Vendor Code 154441) for SBG-12-17-2016, to conduct airport pavement maintenance, rehabilitation and marking of Taxiway H and associated public-access taxilanes and aprons (south end of the airport) at Boire Field, Nashua, NH. The total Federal and State shares of the project, including the amendment, will increase from $1,562,750.00 to $1,632,352.23, which equates to an increase of $69,602.23, or 95% of the grant amendment amount. The State and Federal share of this amendment in the amount of $69,602.23 are available for this project effective upon Governor and Council approval through April 30, 2019. The original grant was approved by Governor and Council on December 7, 2016 Item #25 (copy attached). 95% Federal Funds, 5% General Funds. Funding is available as follows: FY 2019 04-96-96-960030-7976 FAA Projects 034-500161 New Construction $69,602.23 EXPLANATION The following FAA State Block Grants have been awarded to the State of New Hampshire: FAA Grant Number FAA Grant Amount 3-33-SBGP-20-2014 $2,774,703.00 3-33-SBGP-21-2015 $2,022,238.00 An amendment has been awarded totaling $65,938.95 (or 90% of the amendment project cost) from the FAA grants listed above for this airport development project (SBG-12-17-2016, copy attached) to complete the airport pavement maintenance, rehabilitation and marking of Taxiway H and associated public-access taxilanes and aprons (south end of the airport-approximately 123,820 SF) at Boire Field, Nashua, NH. This project will reconstruct the airport pavements in the vicinity of the corporate hangars, Runway 32 aircraft run-up area, Taxiway H and the T-Hangar taxilanes. All pavements proposed for reconstruction are in failing condition which is a hazard to operating aircraft. Reconstruction of these pavements will improve the safety of the airport. JOHN 0. FAX: 603-271-7025• TDD ACCESS: RELAY NH 1-800-735-2964• INTERNET: WWW.NHDOT.COM In accordance to FAA Order 5100.38D, under normal conditions, the FAA/State can amend a grant at the close out of the project to adjust the grant amount to reflect final costs. Once the project is complete, the Department must wait for federal grant funding to become available from other completed projects before issuing an amendment. This grant amendment is required to fund an emergency repair of a sink hole and failing drainage pipes beneath an aircraft parking apron within the project site resulting in additional 414 linear feet of drainage pipe replacement. This emergency drainage repair necessitated a revision to the overall construction strategy used for this apron project(SBG-12-17-2016). In lieu of milling and overlaying the asphalt pavement in the construction area, the apron was reclaimed to a depth of 12 inches and the base materials were augmented with stone to provide a stable base to be repaved. This action added approximately 4,800 square yards of reclaimed area and an additional 2 inches of asphalt to the project. The Department of Transportation proposes to accept the Federal funds for this project as a pass through to the Nashua Airport Authority in accordance with RSA 422:15. State participation in the amount of $3,663.28(5% of the amendment project cost) is also requested. The Nashua Airport Authority will participate in the amount of $3,663.28(5% of the amendment project cost). The total cost for this amendment is $73,265.51. The Contract has been approved by the Attorney General as to form and execution, and the Department has verified that the necessary funds are available. Copies of the fully executed contract are on file at the Secretary of State's Office and the Department of Administrative Service's Office, and subsequent to Governor and Council approval will be on file at the Department of Transportation. In the event that the Federal Funds become no longer available, General Funds will not be requested to support this program. In accordance with the FAA grant assurances C- Sponsor Certifications, Responsibility and Authority of the Sponsor, the grant funds must be immediately available for the project to execute the grant offer; therefore all funding for this project is encumbered in the first fiscal year.
