The results of the resettlement screening and the Due Diligence Reports (Social Safeguard) prepared for the proposed subprojects concluded that, as per ADB Safeguard Policy Statement, the sub projects are categorized as ‘C’ for both Involuntary Resettlement and Indigenous Peoples. There will be no either resettlement impacts or temporary disruption of livelihood of any household or group of community in the project area during design and construction periods. Hence, it can be concluded that sub-projects of the Project do not have significant social safeguard issues. All the subprojects comply with the concerned laws and regulations of Sri Lanka. The screening of the sub projects and the preparation of DDR-Social were based on the Government’s Land Acquisition Act (LAA) of 1950, National Involuntary Resettlement Policy (NIRP) 2001 and ADB’s Safeguard Policy Statement (2009). The gender category of the sub projects is categorized as ‘Effective Gender Mainstreaming”. The sub project output indirectly contributes to gender equality and women's empowerment. Public consultations have been carried out during the design phase as well as implementation phase of the project. The views raised at the consultation were incorporated in the design. Issues raised are being addressed during the implementation phase to ensure that the stakeholders are not affected adversely on implementation of the subprojects. A three tier GRM for the project is developed and approved by ADB and disclosed on project website. The activities conducted during the reporting period has not caused any changes to the IR and IP categorization of the project. The reporting period saw the emergence of a pandemic (Covid 19) and the government and the project has taken enough safety and precautionary measures to prevent spread of this pandemic as briefed in the main report. Necessary guidelines of safety and social distancing were issued. Awareness programs on Covid 19 were conducted on project worksite before the restart of work including arrangements made at sites to prevent spread of the said pandemic. The site activities were considerably reduced during mid-March, April and early half of May 2020 due to the lockdown measures of the Government to control the spread of Covid 19 and hence the report will relate to the activities in the balance period during which it was possible to work on project sites. Local Government Enhancement Sector Project- Additional Financing SASSMR – HY1 2020 ADB Loan Number: Loan 3431-SRI Page | 2 2) BACKGROUND OF THE REPORT AND PROJECT DESCRIPTION 2.1 Objective of the report 1. This Semi-Annual Social Safeguards Monitoring Report for the Local Government Enhancement Sector Project - (Additional Financing) of Sri Lanka covers the period from )1 January to 30 June 2020. The objective of the report is to provide an overview of the progress made in the implementation of the Social Safeguard activities in the first half of 2020. It provides information on social safeguards activities related DDR, GAP implementation and social as well as safeguards issues raised during the design and construction periods, as needed as well as social impact mitigation measures. It describes the project’s performance in dealing with community consultation and stakeholders’ participation and grievances received and redressed. Lessons learned and the recommendations for the implementation of safeguards component of the project in the next stage of the program are summarized at the end of the report. 2.2 Project Description 2. The Local Government Enhancement Sector Project (LGESP) is a key infrastructure and reforms initiative of the Government of Sri Lanka, and aims to improve local infrastructure, and services delivered effectively by local authorities in less developed areas in Sri Lanka. Participating local authorities implement subprojects in the areas of roads and bridges, water supply and sanitation, drainage, solid waste management, and other basic facilities including health centers and public markets. Funds for these subprojects will be obtained as grants from the Ministry of Provincial Councils and Local Government. To continue the support to the initiatives of the Government through the current project and on solving the problems in areas affected by Chronic Kidney Diseases and further the support in service delivery improvement and capacity building in local authorities, ADB and government have agreed on an additional financing component which will (i) support implementation of water supply schemes in areas affected by chronic kidney diseases and enable the availability of safe drinking water to the vulnerable section of these areas; (ii) Support infrastructure delivery in 29 additional Pradeshiya Sabhas; and (iii) extending the support for capacity building initiatives under the project. 3. The project is designed with three outputs with different sub-projects as below: I) Output 1: Water supply systems in CKD affected areas improved - This component will provide support to improve water supply systems in areas affected by Chronic Kidney Diseases. II) Output 2: Local infrastructure and basic service delivery improved -This component will provide financing to Local
