APT ICT Development Program for Supporting ICT Pilot Project in Rural Areas Project Completion Report Title of the project : A Pilot Project for realizing Full Time Active Volcano Surveillance, Geohazards monitoring, and creating Disaster Emergency Information Dissemination Station together with the provision of internet wireless broadband services to the selected school and the nearby communities 2015-2017 Office of the Government Chief Information Officer (OGCIO), Republic of Vanuatu and Japan Telecommunications Engineering and Consulting Service (JTEC), Tokyo, Japan 1 Executive Summary The objective of the pilot project was to demonstrate how ICTs can be used to increase/improve safety at disaster risk areas. All the work under a pilot project has been done in Tanna with installation of cameras, devices including network equipment, computers, TV monitors and poles/towers to provide internet access to one/two health Centers, school(s) and the airport. Seamless information gathering from the volcano site to the national center is very important and also need to deliver disaster information to the public at site as quickly as possible. Information dissemination to the White Sands area of Tanna Island will keep the community updated on the current situation on things when so required. This pilot project started with introducing physical volcano monitoring and sending information to the east Tanna area on any ensuing danger or emergency. The provisioning of creating an Information Station for locally displaying volcanic activity information as well as other Government information. The required and Internet connectivity means for such needs and also providing internet connectivity to the schools, health centers, airport and other community. The network is completed and made operational with the cooperation of Vanuatu stakeholders and the Japanese experts. Since the project launched in 2014 and started its first phase, the devastating cyclone PAM heavily destroyed the country's infrastructure and the project sites were of no exception. This unprecedented natural event delayed the project by about one year and with the understanding of APT and Japanese Government the project activities were able to continue. During the project, all the sites were made operational providing services as planned. Still there are bits and pieces to sort out but it will be done in due course. The White Sands secondary school is now having Internet connection for their studies and communication which will improve quality of education of the students. The teachers will be able to take on line programs for their further studies. The White Sands health center is connected to the network providing Internet facilities where the medical staff and others will be able to do their job more efficiently and effectively to save lives. The METEO office at the Tanna White Grass airport in now connected with the VMGD/METEO headquarters via broadband enabling to display the information on Monitors and able to keep airport uses updated on real time situation on the spot. Other locations will avail the benefits as stated in this report. This pilot project is very successful although faced a series of challenges owing to the remoteness of the sites of the island, encounters natural events like cyclone, unforeseen volcanic eruptions. This network for gathering and timely disseminating of information will have tremendous impact to the people of Tanna which will give them confidence of reaching appropriate services from the government. 2 Contents Executive Summary ----------------------------------------------------------------------------- 2 Table of Contents --------------------------------------------------------------------------------- 3 Acknowledgement ------------------------------------------------------------------------------- 5 Glossary -------------------------------------------------------------------------------------------- 6 Progress Record of the Project ---------------------------------------------------------------- 7 Pictorial presentation of Project Activities ---------------------------------------------------- 8 Chapter 1 Background and Country Information ------------------------------ 11 1.1 Background 1.2 Country Information 1.3 Vanuatu Climate Change and Disaster Risk Reduction Policy 2016-2030; Chapter 2 Project Partners and Stake Holders ---------------------------------- 15 2.1 Office of the Government Chief Information Officer (OGCIO) 2.2 Vanuatu Meteorology and Geo Hazards Department (VMGD) 2.3 Telecom Vanuatu Limited (TVL) 2.4 Telecommunications and Radiocommunications Regulator (TRR) 2.5 Japan Telecommunications Engineering and Consulting Service (JTEC) 2.6 MaechanNet Ltd.
