REPORT During 2012, a total of 360 residential units were approved for development through the subdivision or site plan review process. Compared to 721 units in 2011, this represents a decrease of 50%. Non-residential development proposals totaling 379,371 square feet of floor space on 212.59 acres of land were approved for development during 2012 compared to 1,104,822 square feet of floor space on 31.35 acres of land approved in 2011. This represents a decrease of 66% of floor space. Land Use At the end of 2012, 87.7% of the City’s land was developed, 10.6% was vacant, and 1.7% was designated wetlands. The acreage and proportional distribution of land use in the City, regardless of zoning, are shown in Table 1. Housing For this report, a single family housing unit is one dwelling unit on its own lot, and includes both single family detached and single family attached houses, such as duplexes and townhouses, where a unit occupies its own lot. Multi-family housing is defined as two or more units on the same lot and contains units for rent. Mobile homes and condominiums are separate housing categories, and are not counted as single family or multi-family units. At the end of 2012, according to the City’s estimate, there were 77,276 total housing units in the City (Table 6), as compared to 76,360 units in 2011. This represents an increase of 916 units or 1.2%. The total number of housing units in Newport News includes 42,663 single family units, 27,675 multi-family units, 4,552 condominium units, and 2,386 mobile homes. This distribution is shown on Table 2, Housing Summary Tables. Housing units were determined by adding the number of Certificates Occupancy issued during 2012 to the number of units at the end of 2011 and subtracting the number of demolitions that occurred in the year. Table 6 shows the total housing units by type for each Neighborhood Statistical Area (NSA). Population The City of Newport News’ population at the end of 2012, based on the City’s estimate, was 183,234 compared to 181,800 in 2011 (see Table 3). During 2012 the City’s population increased 0.8%. The population of Newport News remains stable with little increase, which is consistent with the State’s estimate. The City’s population estimates for the past 10 years are shown on Table 4. The estimates include downward adjustment to reflect the 2010 U.S. Census. The population estimates are calculated using the number of total housing units at the end of each year, and applying vacancy rates and household sizes (i.e., average number of persons per household) which vary according to the number of respective Neighborhood Statistical Areas (NSA). School Enrollment School Enrollment vs. school-age population is shown on Table 5. Over the past ten years, the school-age population increased by 2,511 (or 7.2%) and total school enrollment increased by 502 attendants or 1.7% from 29,446 to 29,948 students. Therefore, the percentage of the school-age population attending the Newport News public schools increased over the past 10 years from 76.2% in the 2002-2003 school years to 79.7 in the 2011- 2012 school years. 1 2012 DEVELOPMENT MONITORING REPORT RESIDENTIAL ACTIVITY Certificates of Occupancy During 2012, the City issued 771 Certificates of Occupancy for residential units. 132 units (or 17%) were for single family, 591 units (or 77%) were for multi-family, and 48 units (or 6%) were for condominium units. The number of Certificates of Occupancy increased from 407 units in 2011 to 771 units in 2012. Refer to Table 7 for a yearly comparison of Certificates of Occupancy issued between 2003 and 2012. Of the 771 new residential units in this year, NSA 18 (Patrick Henry) had the largest number of completions, with 252 multi-family units completed. The geographic distribution of Certificates of Occupancy issued in 2012 by Neighborhood Statistical Area is shown on Table 8. Building Permits During 2012, the City issued 170 building permits for residential units, compared to 360 units in 2011. This represents
