ELECTRIC SCOOTERS AND BIKES USES AND APPLICATIONS • Personal Units – purchased by individuals for transportation needs Can be purchased for as little as $50.00 or as much as $1000.00 for scooters and $500.00 to $3,500 for bikes • Company Owned – purchased by various companies and deployed in communities as vehicles for hire • Companies such as Uber, Lyft, Mobike, Ofo, Bcycle, LIME, etc. • Deployed in large metropolitan downtown areas • Industry has exploded in last 8-10 years • Only known Wyoming deployment is in Jackson REGULATION OPTIONS FOR DEVICE OPERATION Rules – Denver has rules that govern where rental devices may be used including: Speed limits (6 mph) on sidewalks Speed minimums on roadways (12 mph) Use of bike lanes if available Use of roadway according to bike ordinances (with traffic, stop at lights, etc) Ordinance – either including electric devices in existing bike ordinances or creating separate ordinance to govern ride usage REGULATION OF COMPANIES PROVIDING VEHICLES FOR HIRE • Some cities are either proactively regulating use in their jurisdiction or have been forced to retroactively regulate use. Under this model communities set rules for deployment (area of town, business model (docked v. undocked), limits on how many devices may be deployed, fee structures) as well as consideration to licensing on a yearly basis. • Licensing may provide revenue for enhancements in ride areas – expansion of rights of way to accommodate devices either in ride mode or store mode, limiting how many providers may exist in their jurisdiction • Licensing may incentivize or de-incentivize providers – may make it difficult for small start-ups to provide devices so that well-established providers may do business JURISDICTIONALLY OWNED DEVICES • Some Cities have invested public funds into establishing vehicle for hire programs • Driven by consideration of alternate transportation options • Attempts to reduce carbon footprint • Revenue enhancement UNIVERSITY OF WYOMING & LIME • LIME is in initial discussion with UW Athletics (Learfield Sports) about deploying scooters on campus • 1/80 student ratio for deployment (estimated 175 units) • Currently against UW regulations to ride motorized scooters on campus • UW representatives suggested that LIME talk with COL • 2 other vendors interested but only LIME has approached Learfield Sports.
