HOLLIER **DRAFT** COMMITTEE MEETING MINUTES September 22, 2020 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, September 22, 2020, at 8:30 a.m., in the Harry T. Gast Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 6192 (Rep. O'Malley). 2. Reported HB 4476 (S-1) (Rep. Eisen) with recommendation as substituted and immediate effect. 3. Reported SB 431 (S-6) (Sen. Hollier) with recommendation and immediate effect. 4. Reported SB 849 (S-1) (Sen. Hollier) with recommendation as substituted and immediate effect. The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair invited Rep. O'Malley to summarize HB 6192. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 6192: Matt Levin, Michigan Department of State – Support The Chair offered, and summarized, a Barrett amendment #1 to HB 4476. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4476: Ed Noyola, County Road Association – Support The Chair made a motion to adopt the Barrett amendment #1 to HB 4476. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the amendment was adopted. The Chair made a motion to report HB 4476, as amended, as a clean substitute (S-1), to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None Page 1 of 4 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4476 (S-1). Without objection, immediate effect was recommended. The Chair offered, and summarized, an (S-6) version of SB 431. The Chair made a motion to adopt the (S-6) version of SB 431.
