HOLLIER **DRAFT** COMMITTEE MEETING MINUTES September 22, 2020 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Tuesday, September 22, 2020, at 8:30 a.m., in the Harry T. Gast Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Testimony regarding HB 6192 (Rep. O'Malley). 2. Reported HB 4476 (S-1) (Rep. Eisen) with recommendation as substituted and immediate effect. 3. Reported SB 431 (S-6) (Sen. Hollier) with recommendation and immediate effect. 4. Reported SB 849 (S-1) (Sen. Hollier) with recommendation as substituted and immediate effect. The Chair called the meeting to order at 8:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair invited Rep. O'Malley to summarize HB 6192. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 6192: Matt Levin, Michigan Department of State – Support The Chair offered, and summarized, a Barrett amendment #1 to HB 4476. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4476: Ed Noyola, County Road Association – Support The Chair made a motion to adopt the Barrett amendment #1 to HB 4476. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the amendment was adopted. The Chair made a motion to report HB 4476, as amended, as a clean substitute (S-1), to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None Page 1 of 4 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4476 (S-1). Without objection, immediate effect was recommended. The Chair offered, and summarized, an (S-6) version of SB 431. The artist is unknown. The drawing predates the placement of the statue of Austin T. Blair on the capitol grounds in 1898. (Michigan State Archives) PAGE GRAPHICS Capitol Dome: The architectural rendering of the Michigan State Capitol’s dome is the work of Elijah E. Myers, the building’s renowned architect. Myers inked the rendering on linen in late 1871 or early 1872. Myers’ fine draftsmanship, the hallmark of his work, is clearly evident. Because of their size, few architectural renderings of the 19th century have survived. Michigan is fortunate that many of Myers’ designs for the Capitol were found in the building’s attic in the 1950’s. As part of the state’s 1987 sesquicentennial celebration, they were conserved and deposited in the Michigan State Archives. (Michigan State Archives) East Elevation of the Michigan State Capitol: When Myers’ drawings were discovered in the 1950’s, this view of the Capitol – the one most familiar to Michigan citizens – was missing. During the building’s recent restoration (1989-1992), this drawing was commissioned to recreate the architect’s original rendering of the east (front) elevation.
