The border area between Lithuania and Poland participated in the Cross-Border Cooperation Programme Lithuania-Poland (Programme). The Programme financed projects which contributed to the following 2 priority areas and more specific sub-priorities: Priority 1. Competitiveness and productivity growth of the cross-border region 1.1 Modernisation of small-scale economic infrastructure 1.2 Promotion of business environment 1.3 Development of sustainable cross-border tourism and preservation of cultural/historical heritage Priority 2. Cross-border cohesion and enhanced overall quality of the cross-border area 2.1 Development of new and strengthening of existing co-operation and social and cultural networks 2.2 Improvement of living environment The Programme was implemented through 3 types of intervention: – Open call operations; – Strategic projects; – Small project fund. The European Regional Development Fund (ERDF) contribution to the Programme funding was app. 74 million euros. This amount was distributed for 62 projects received during 6 open calls for proposals (app. 60 million euros), app. 7 million euros were devoted to the implementation of two strategic projects and app. 9 million euros were allocated to the two stages of the Small Project Fund. During 6 open calls for proposals the most popular was sub-priority 1.3 – there were 62 projects received and the least popular was sub-priority 1.2 – there were only 18 projects received. The Programme area covered Alytus, Marijampolė (as main territory), Vilnius, Tauragė, Kaunas counties (as adjacent areas) on Lithuanian side, Podlaskie and Warmińsko-Mazurskie voivodeships on Polish side. As the Programme territory – neither the main territory nor the adjacent areas did not neighbour to the Baltic Sea, due to the territorial approach 6 out of 15 EUSBSR Priority areas were not relevant to the Programme. The projects implemented in the frame of the Programme contributed to 7 out of 15 Priority Areas of the EUSBSR. The approach for labelling the projects contributing to the EUSBSR used by the European Commission took into consideration the following main factors for determining their connection to the EUSBSR: Potential activities falling under the Programme; Territoriality aspect, i.e. the geographic area to be covered; Transnational component, where relevant.
