Introduction The City of Jersey City Five-Year Consolidated Plan (Con Plan) is mandated by federal law and regulations promulgated by the U.S. Department of Housing and Urban Development (HUD) in order for the State to receive federal funding for affordable housing and community development initiatives benefitting primarily low- and moderate-income persons. This Con Plan consolidates into a single document the planning and application requirements for the following federal programs: Community Development Block Grant (CDBG) HOME Investment Partnership (HOME) Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) Con Plans must be prepared and submitted to HUD every three to five years. The purpose of Jersey City’s Con Plan is to: Assess the City’s affordable housing and community development needs Analyze the City’s housing markets Articulate the City’s priorities, goals, and strategies to address identified needs, and Describe the actions the City will take to implement strategies for affordable housing and community development. The City’s Con Plan for fiscal years 2015-2019 provides data on trends and conditions related to Jersey City’s current and future affordable housing and community development needs.
