Mineta International Institute for Surface Transportation Policy Studies was established by Congress in the MTI/MNTRC BOARD OF TRUSTEES Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The Institute’s Board of Trustees revised the name to Mineta Transportation Institute (MTI) in 1996.
