Data: Analyzed Dataset ii 15585/15595 Old Columbia Pike April 2019 15585/15595 Old Columbia Pike Property Section 1 INTRODUCTION OVERVIEW This report presents a Local Area Transportation Review (LATR) as part of the Local Map Amendment application to rezone the property located at 15585 and 15595 Old Columbia Pike. The subject property is located on the southwest corner of the Maryland Route 198 (MD 198 – Old Columbia Pike) and U.S. 29A (Business 29) in Burtonsville, Maryland within the Burtonsville Town Center Policy Area of Montgomery County as shown on Figure 1. The 15585 and 15595 Old Columbia Pike property is currently developed with an 8,100 square foot (SF) store that sells bedding and furniture and a convenience market with eight gasoline fueling positions. The Applicant, Anthony K. Cheng, proposes to rezone the site from CRN 1.5, C-1.0, R-0.5, H-45 to the CRT Floating Zone (“CRTF”) CRTF 1.5, C-1.0, R-0.5, and H-45. As a test scenario, this study considers the replacement of the furniture store with a general retail center and an increase in the number of fueling positions. This test redevelopment scenario represents a likely worst-case scenario in terms of traffic impact for the allowable uses under the zoning change. However, it is probable that the most likely future redevelopment plan for the site would be less intense than this test scenario and include additional fueling positions, but simply repurposing the existing 8,100 SF structure to a general retail use with a new tenant instead of rebuilding and expanding the structure. Also please note that future redevelopment plans under the proposed CRT zoning would require an updated LATR study, at which time the specific development plan impact would be assessed. The test scenario is subject to Local Area Transportation Review (LATR) as it would be expected to generate 50 or more peak hour person trips. This study was prepared to satisfy LATR requirements in accordance with the draft Maryland-National Capital Park and Planning Commission (M-NCPPC) Local Area Transportation Review Guidelines, December 2017. The scope of this LATR traffic study was established in consultation with M-NCPPC and Montgomery County Department of Transportation (MCDOT) Staff. The scope of work agreement is included in Appendix A.
