A sub-regional Seminar on “Transparency, ethics and anti- corruption measures in education” was organised jointly by the International Institute for Educational Planning (IIEP), the Open Society Institute (OSI)1 and the International Renaissance Foundation (IRF), from 27 to 29 October 2005 in Kiev, Ukraine. The major aims of this Seminar were information and awareness building regarding the challenge of improving transparency and accountability in education; exposure to methodologies of successful anti-corruption measures; and the initiation of policy dialogue on anti-corruption in education.
