This year marks the 31st anniversary of the event, designed to assist teams in the lower North Island with their preparations for the National Youth Tournament in Napier at Labour Weekend. I would like to take this opportunity to welcome players, coaches, managers and supporters of all teams and wish you a successful weekend of football. As always we expect some very competitive matches, with the added spice of clubs renewing old rivalries with passion and commitment. This is what football is all about and we trust all participants will respect the laws of the game and ensure the matches are played in a good spirit. I would also like to make special mention of our referees this weekend, we are very grateful to them for contributing their time, and I urge everyone to treat the officials with the respect they deserve. Finally, a special thanks to our Upper Hutt City Football committee and support crew who put in countless hours to provide this quality event. It started as a result of local Hutt Valley teams having limited access to grounds yet wanting games under their belt to prepare for the U19 tournament in Napier. After talking to a number of local coaches who expressed their frustration about the limited build up available for Napier, the Upper Hutt club offered to host a mini Napier tournament that would be held three weeks before the Napier event. The grounds were booked, referees arranged and six teams; Upper Hutt, Lower Hutt, Petone, Stop Out, Wainuiomata and Stokes Valley played in the inaugural tournament, with the host team the eventual winner. The club was asked to hold the event again the following year with invites sent to all Wellington teams as well as Napier City Rovers. The tournament was extended to 12 teams that year, with Miramar crowned champions. Over the years the tournament has grown to include clubs from further afield such as Napier, Castlecliff, Wanganui, Palmerston North, Taranaki and Wairarapa. In recent years, we’ve introduced a “Development Draw” to allow the clubs the opportunity to enter two teams, or for those clubs who do not want to play in the main draw but are keen for their youth players experience tournament conditions. Unfortunately we had to cancel the Development Draw again this year, but look forward to its return next year! In 2015, we recognised a long-time supporter of the club, our very own Harcourt Hooligan, Bob Bamford, by naming the tournament and trophy the Bob Bamford Memorial. Bob was also a long time committee member who had a special fondness for this tournament and we are pleased to recognise his contribution to the Tararua Sports Club and Upper Hutt City Football in this way. Miramar, Tournament Winners 2017 Bob was always a true club supporter Tournament - Regulations • All games are 25 min each way with a 3 min break at half time. • All playoff games will go to straight to penalties if the game is tied at full time. Except the Cup Final which will play 7½ min each way of extra time and then penalties if the game remains tied at the end of extra time. • Each team can make 5 subs per game – NO rolling subs. Once a player has been substituted they cannot come back onto the pitch. • The team listed in the draw first is the home team – if there is a clash of playing colours the away team is to wear an alternate strip (unless otherwise agreed by the teams). • The home team is to supply the match ball. • The ranking of each team in each group shall be determined as follows: • greatest number of points obtained in all group matches • goal difference in all group matches • greatest number of goals scored in all group matches • If two or more teams are equal on the basis of the above three criteria, their rankings shall be determined as follows: • greatest number of points obtained in the group matches between the teams concerned • goal difference resulting from the group matches between the teams concerned • greater number of goals scored in all group matches between the teams concerned • drawing of lots by the Tournament Controller. • Players in this competition must have been under the age of 19 on 1st January this year. • Clubs may use as many ‘guest players’ on their team card as they like but they must have approval of the Club the players are registered with. Teams who have players that have not been cleared by their clubs will not be allowed to use these players in any game after the player’s registered club complains. No penalty will be imposed for games played by the player before the complaint was made. If you are unsure about a player’s standing please sort it out before the tournament. • A player can’t play for more than one club at this tournament without the permission of the organisers. • In the event that a club has more than one team entered in the tournament, movement of players between the teams is restricted to a maximum of 3 players. The movement of more than 3 players is at the discretion of the Tournament Controller. • Any player receiving two cautions during this competition will stand down for 1 match. Any player sent from the field automatically stands down for the following game. If a player is sent from the field for an offence that warrants more than one game suspension, eg violent conduct, the suspension will be increased to two games. • Players sent off twice during the tournament will be suspended for the remainder of the tournament. • Cautions (including bad language) and suspensions will carry from Saturday into Sunday • Coaches and Managers etc, will still be liable under Capital Football Playing Regulations. Tournament - FORMAT 12 team competition | 2 groups of six This year’s entries have meant we aren’t able to run the traditional 16 team format with the top 2 from each group qualifying for the Cup round. With 12 teams entered we have gone for 2 groups of 6 with the top team from each group playing for the Cup, the teams finishing second in the group playing for the plate and the teams finishing third in the group playing for the shield. While this format is similar to the just completed Ivan England tournament, we have looked to mix up the teams so you are playing in a new group. Plus the tournament format still provides teams with great preparation for the main event in Napier. The other benefit of having a 12 team tournament is we can play all the matches at Maidstone.
