Their decisions were approved by the Committee on 22 September 2020. 1. EXCHANGE OF VIEWS WITH RAPPORTEURS CONCERNING THE CAP LEGISLATIVE PROPOSALS - STATE OF PLAY & NEXT STEPS Outcome: SP - the work is progressing to find compromise amendments on the main issues. CMO / FMM - the major compromise amendments are on the table, the discussions are progressing at political level. The Rapporteurs are optimistic about reaching a majority on compromises in due time. The issue will be settled at plenary in case some compromises can’t be reached. Coordinators confirmed the vote in plenary in October II. 2. ATTRIBUTION OF OPINIONS 2.1 2019 discharge to the Commission - COM(2020) 289 final - 2020/2140(DEC) Decision: The opinion is allocated to EPP for 1 point. 3. REQUESTS FOR ITEMS TO BE INCLUDED IN UPCOMING COMMITTEE MEETING AGENDAS 3.1. ECA SR 13/2020: Biodiversity on farmland: CAP contribution has not halted the decline Decision: The Chair will check the possibility of having a joint presentation with CONT on 15 October; alternatively AGRI will invite the responsible ECA Member for an exchange of views on this Special Report at a future ComAGRI meeting. 4. MISCELLANEOUS DECISIONS 4.1. Recovery Package Decision: Coordinators endorsed the option B.3, with the draft document to be presented in EN and a tight calendar; The rapporteur will circulate the draft document asap; the vote in ComAGRI would be planned for mid- October. In any case Coordinators confirmed that the Transitional measures Regulation is to be voted in AGRI no later than 1 December 2020. PE659.058v01-00 6/19 PV\1216373EN.docx EN 4.2. Commission Proposal on amending Regulation (EU) 2018/848 on organic production COM(2020) 483 final - 2020/0231 (COD) Decision: The Coordinators decided on the urgent procedure for the act concerned, and mandated the Chair to request it to the President of the Parliament. 4.3. Withdrawal by the Commission of the two proposals relating to the cloning of animals Decision: Coordinators decided that AGRI should express its political disagreement to the withdrawal of the proposals in the form of a letter, in coordination with ENVI. 4.4. Proposals for Council decisions on the conclusion of agreements between the EU and, respectively, Norway and Cuba on the apportionment of tariff-rate quotas following Brexit Decision: Coordinators decided that AGRI will give its consent to the conclusion of the agreements between the EU and, respectively, Norway and Cuba, in the form of a letter to INTA’s Chair. 4.5. Interpretation regime during ComAGRI meetings Decision: The Chair expressed concerns as regards the AGRI interpretation needs to the Secretary-General. He invited Coordinators to pass on the message as well at the level of their groups. 4.6. Appointment of a new rapporteur for Brexit Decision: The item is postponed to the next Coordinators’ meeting. 5. PETITIONS 5.1. Petition No 0280/2019 by J.B. (Spanish) on the situation of Valencian orange growers Decision: The draft opinion on the above-mentioned petition has been approved. 6. OTHER DOCUMENTS FOR INFORMATION Decision: No action with respect to any of the documents included in Annex I. 7. FOR INFORMATION 7.1. Proposal for a regulation of the European Parliament and of the Council Establishing a Technical Support Instrument - COM(2020)409 – 2020/0103 (COD) BUDG and ECON are the main committees for this Codecision procedure, and will be soon voting the joint report.
