........................................................ 63 Introduction AECOM Lancaster and District Infrastructure Delivery Plan 2 Capabilities on project: Transportation 1 Introduction AECOM has been commissioned to produce an Infrastructure Delivery Plan for Lancaster District covering the period 2012 to 2021 (the end of the current Core Strategy). The document provides details of the transport and utility infrastructure requirements of the district that have been identified as being essential to the delivery of future growth, particularly in relation to housing, the delivery of which remains challenging due to existing economic conditions. In particular, the document identifies infrastructure schemes essential to the delivery of development around the borough, and particularly within the strategic land allocation areas, which may be delivered using the Community Infrastructure Levy funding source – a new levy on developers to complement and, in places, supersede Section 106 and 278 agreements which may be used to fund infrastructure projects of benefit to the community in general. Lancaster has three Strategic Land Allocation sites all of which, for deliverability reasons, are located on greenfield land adjacent to the city of Lancaster itself. These are Grab Lane to the east of Lancaster city centre on land bounded on the east by the M6 motorway; Bailrigg to the south of Lancaster and to the east of the A6 north of the University, and Whinney Carr opposite Bailrigg on the western side of the A6. This report reviews and examines existing documents and local knowledge relating to these sites in order to identify the shortfalls in terms of existing transport and utility infrastructure, and the corresponding requirements in order to ensure that the Council’s aspirations for development can be realised. The identified long-list of required schemes is also broadly costed to evaluate the likely quantum of resources that will be needed in order to be realised. This report does not focus in any detail on other forms of infrastructure such as that related to Community or Green Space projects, however it is recognised that it will be important for the City Council (in correspondence with Lancashire County Council) to review the need for these. That review will, by necessity, need to include detail on funding sources and make recommendations on the viability of CIL as opposed to S106 contributions to contribute funding.
