1 Introduction

AECOM has been commissioned to produce an Infrastructure Delivery Plan for Lancaster District covering the period 2012 to 2021 (the end of the current Core Strategy). The document provides details of the transport and utility infrastructure requirements of the district that have been identified as being essential to the delivery of future growth, particularly in relation to housing, the delivery of which remains challenging due to existing economic conditions. In particular, the document identifies infrastructure schemes essential to the delivery of development around the borough, and particularly within the strategic land allocation areas, which may be delivered using the Community Infrastructure Levy funding source – a new levy on developers to complement and, in places, supersede Section 106 and 278 agreements which may be used to fund infrastructure projects of benefit to the community in general. Lancaster has three Strategic Land Allocation sites all of which, for deliverability reasons, are located on greenfield land adjacent to the itself. These are Grab Lane to the east of Lancaster city centre on land bounded on the east by the M6 motorway; to the south of Lancaster and to the east of the A6 north of the University, and Whinney Carr opposite Bailrigg on the western side of the A6. This report reviews and examines existing documents and local knowledge relating to these sites in order to identify the shortfalls in terms of existing transport and utility infrastructure, and the corresponding requirements in order to ensure that the Council’s aspirations for development can be realised. The identified long-list of required schemes is also broadly costed to evaluate the likely quantum of resources that will be needed in order to be realised. This report does not focus in any detail on other forms of infrastructure such as that related to Community or Green Space projects, however it is recognised that it will be important for the City Council (in correspondence with Lancashire County Council) to review the need for these. That review will, by necessity, need to include detail on funding sources and make recommendations on the viability of CIL as opposed to S106 contributions to contribute funding. Although specific Community or Green infrastructure schemes such as new or modernised schools, parks or other public buildings are not explored in detail in this report, Appendices B and C contain lists of potential projects as identified as part of Lancaster City Council’s Infrastructure Delivery Schedule. Whilst the focus of the report is on the strategic sites within Lancaster, it should be noted that a significant number of other development sites from around the borough are identified in the Lancaster Local Development Framework (LDF) Preferred Options document. The requirements for these are here reviewed and discussed in a more general way than for the strategic sites, however the conclusions are no less valid for these, and it is noted that the borough’s housing delivery responsibilities will rely on the delivery of these sites as well as the Strategic Land Allocation sites. The report makes recommendations on the likely funding mechanisms for each project, however it should be noted that a parallel piece of work is being undertaken by GVA on behalf of the Lancaster City Council in order to define and produce a mechanism for a Community Infrastructure Levy for the district. The recommendations of this report are, therefore, subject to the findings of the parallel study and it is expected that the exact funding mechanism will be finally informed by this work. Following this introductory section, the report is laid out as follows: • Section 2 provides a summary of our approach to the work including the scope, methodology and limits of the analysis undertaken. It also provides details of other areas of infrastructure analysis work which will be required in order to ensure deliverability of the respective developments; • Section 3 then discusses the findings from a transport perspective, including the results of a thorough document review, various meetings with district and county council officers, and findings from independent site visits. Given the importance of Lancashire County Council as Highways Authority for this particular field of infrastructure, this section also includes a review of their response to the LDF Preferred Options document produced in April 2012, and a summary of the main infrastructure achievements originally recommended within the Lancaster and Vision report issued in July 2008; • Section 4 provides details of the utilities requirements for the district to support the required level of development, focussing particularly on the strategic sites. The majority of the evidence for this section has been obtained from conversations with

local utility providers, with broad costing of schemes based on the difference between existing and theoretical capacity required for particular planned amounts of housing on each site; • Section 5 then summarises the findings of the previous sections presenting a long list of infrastructure requirements for the districts, categorising them according to various criteria including timescale and delivery risk, and presenting each alongside broad headline costs. The assumptions and methodology used to calculate these is also presented in this section; • Section 6 then divides the projects into action plans by timescale presenting a list of infrastructure projects that must be undertaken before the three strategic sites can be brought forward for development; • Section 7 then provides advice on the continuous monitoring process that will need to be undertaken to ensure that key infrastructure requirements are being brought forward on a timescale compatible with delivery commitments for the various development sites around the district;

• Finally, section 8 presents a summary of the main findings and recommendations of the study.

2 Approach

2.1 Scope of Works This study seeks to identify the key requirements in terms of physical infrastructure needed in Lancaster district to support aspirations for development, particularly housing development since this is an area in which current delivery numbers are below existing targets. This is done by taking a snapshot of the existing infrastructure networks in the district, and projecting future development scenarios, and in particular at three identified Strategic Housing Land Allocation sites, measuring the shortfall in infrastructure required to accommodate these successfully. Physical Infrastructure refers specifically to that associated with transport (including road, rail, footways, cycleways, and public transport) and utilities (including electricity, gas, water, telephone and broadband etc). It is the type of infrastructure that is constantly in use and seldom appreciated when it is working correctly, however it is often the source of much anger and frustration when it is at capacity or is not working correctly. Physical infrastructure is also characterised by generally high capital investment costs on which a return is often not observed for several years, and is often difficult to quantify – for instance the return on an investment in a road safety scheme may often only be measured in terms of accidents avoided which is, in all cases, an estimate only and requires average figures to be applied to the values of collisions, injuries of varying severity, and in many cases fatalities. This explains the general reluctance to invest in physical infrastructure schemes without strong business cases in favour of the investment. The aim of this document is to provide a comprehensive list of the required physical infrastructure schemes for the district based upon previous studies, conversations with interested parties, and existing schedules of works. This information is presented in a table which also notes the schemes which may be required in order to deliver development on the three strategic sites of Whinney Carr, Bailrigg and Grab Lane.

2.2 Methodology The following points summarise the methodology followed in respect of the production of the Physical Infrastructure aspects of an Infrastructure Delivery Plan for Lancaster district:

• Review and Appraisal of Previous Work: A review has been conducted of previous documentation produced relating to transport and utility infrastructure projects around the district. This includes a review of schemes recommended in the Transport Vision and Strategy produced for Lancaster and Morecambe Vision by AECOM (formerly Faber Maunsell) in July 2008, the County Council’s progress on implementing these schemes, and their April 2012 response to the District Council’s LDF Preferred Options . The appraisal of these documents provides a set of established issues and shortfalls to be remedied and a core set of physical infrastructure proposals for the district.

• Conversations with Council Officers and Interested Parties: To complement the document review and obtain key information, particularly relating to the infrastructure requirements for the strategic land allocation sites, a number of conversations both in person and by telephone have been held with those with a specialist knowledge. These include County and District Council officers, utilities providers and those involved with the original district transport visioning, and subsequent work with the Highways Agency, undertaken in 2008.

• Site Visit: The review and appraisal of previous work has been reinforced with a number of site visits to key areas within the district in order to understand the key issues and appraise the suitability of the proposals for countering the issues. These took place over a working day and allowed a fresh knowledge and understanding of each to be acquired. • Long List of Needs: The first three stages of the study resulted in a long-list of requirements for the district in terms of transport and utilities infrastructure, which could then be categorised and appraised according to suitability for Community Infrastructure Levy funding and other criteria such as importance and timescale. Project responsibility, and broad scheme costs and delivery risk are also identified here. This stage essentially assists in prioritisation and phasing of physical infrastructure schemes within the district;

• Phased and Costed Action Plans: The appraisal and phasing of the long-list allows action plans of requirements for the district to be produced according to estimated timescale. Separate action plans are also presented for each of the three strategic land allocation sites, in which the measures, their timescales and costs, required before development commence are identified. It is expected that these action plans will form the basis for the Physical Infrastructure components of the forthcoming Regulation 123 list for the district.

2.3 Other Infrastructure Requirements Whilst this document reports on the shortfalls and requirements for physical infrastructure that must be addressed before the Council can meet its development delivery responsibilities, there are a number of additional types of infrastructure not covered here that will also need to be appraised in the same way before a comprehensive Regulation 123 list of projects for which CIL contributions might be applied can be produced. These include Green Infrastructure, and Social and Community Infrastructure including Education, Health, Emergency Services, Arts and Recreation etc. Schedules of requirements in these areas are included as Appendices B and C respectively, however no further analysis is undertaken on these at this stage. Also not covered in this document is the infrastructure associated with the mitigation of Flood Risk. For this a separate study will need to be conducted for each individual development site in order to determine the types and respective likelihood of each type of flooding and flood event, since this information is required before an understanding can be gained of the requirement for preventative infrastructure. This will, however, need to be undertaken prior to the formal publication of the Regulation 123 list since flood risk mitigation is an area in which CIL funding could be extremely useful for the district in bringing forward hitherto undevelopable sites and helping to protect prone existing communities in Lancaster.

3 Transport Infrastructure

3.1 Information Review In deriving a list of transportation infrastructure requirements for Lancaster district, a number of different information sources were reviewed and analysed. The primary document for this task is the Lancaster District Transport Vision and Strategy report produced by AECOM (formerly Faber Maunsell) in July 2008, in which a number of schemes were proposed to support the future ambition of Lancaster to be a World Class sustainable destination with a modern and efficient transport system as befits an area of this calibre. A number of other documents were also useful for this purpose, however, and these are listed below: • Lancaster District Transport Vision and Strategy Final Report: AECOM, July 2008; • Lancaster District Infrastructure Schedule: Lancaster City Council, December 2009 and Update September 2011; • Grab Lane, Lancaster, Development Strategy: Barton Willmore, April 2012; • Grab Lane, Lancaster, Transport Appraisal Report: White Young Green, February 2011; • Whinney Carr, Lancaster, Development Statement: Countryside Properties/Peel Holdings, November 2011; • Bailrigg Lane, Lancaster, A Vision for an Academic Quarter for Lancaster: Savills, September 2011; • Completion of to M6 Link, Written Representation 2.14, Complementary and Alternative Measures: Lancashire County Council, April 2012; • Lancaster LDF Preferred Options : Lancashire County Council, April 2012; • Lancashire Local Sustainable Transport Fund Bid – Targeting Key Growth Corridors: Lancashire County Council, February 2012; and • Local Transport plan 2011-2021, Delivering Our Priorities, A Draft Implementation Plan for 2011/12-13/14: Lancashire County Council, August 2011.

These documents allowed a number of lists of transport infrastructure projects at various stages of planning and completion, and both committed and non-committed to be compiled and merged to produce a comprehensive infrastructure schedule. In particular, schemes were taken from the Lancaster District Transport Vision and Strategy report, the strategic development site development statements and transport appraisals, the Local Transport Plan for Lancashire infrastructure schedule 2011, and from an aspirational list of infrastructure schemes that could potentially be funded through the CIL mechanism. Although this last list has no official standing, it was produced by Lancaster City Council and consequently represents a list of shortfalls in infrastructure as they see it. Upon compiling each list, the projects (particularly those recommended by the Lancaster District Transport Vision and Strategy) were checked against current progress to completion as noted within Lancashire County Council’s Written Representation 2.14, which provides a commentary on this. This allowed the list to be refined and refreshed, removing those projects that had already been completed either fully or partially.

3.2 Meetings with County and District Council Officers In addition to the document review a number of meetings were held with District and County Council officers to review transport infrastructure requirements, particularly in relation to the three strategic development sites. The meetings were held at County Hall in Preston on 27th April and 16th May, and discussed, in particular, the significant constraints on the capacity of the A6 south of the city centre as a result of a number of factors including the lack of alternative routes available to the city centre from the south, the lack of junction capacity at key nodes on the route including the centre of the village of Galgate which lies on the direct route between Junction 33 of the M6 and Lancaster and at which congestion is sometimes observed to result in queuing back to the motorway at peak times.

The primary outcome of these meetings was to gain an understanding of Lancashire County Council’s position on new large- scale development on the A6 corridor to supplement their response to the LDF Preferred Options paper (reviewed in sub-section 3.4 below). The overriding conclusion drawn from these meetings is that Lancashire a broadly supportive of the preferred options strategy and the strategic sites chosen and welcome development in these parts of the district, however they are at pains to point out that any development must be accompanied by appropriate mitigation measures to balance the impact of additional traffic on the A6. This corridor is considered to be approaching capacity and new development must therefore include for impact mitigation measures such as new junctions, alternative routeing, and softer measures such as Smarter Choices and travel planning to encourage mode shift.

3.3 Strategic Development Sites As noted in the introductory section of this document, the Local Development Framework for Lancaster District has identified three potential Strategic Land Allocation sites for development in the coming years. These sites will form the focus for development in the district over the lifetime of the document, particularly housing development, and represent the conclusions of the LDF that the three sites are the only deliverable sites for which conditions are right for the required quantity of housing (400 units per annum) to be delivered. The three sites are: • Whinney Carr in South Lancaster which is estimated to provide approximately 1000 dwellings; • Bailrigg also in South Lancaster which should provide around 970 dwellings; and • Grab Lane to the east of the city centre which is estimated to provide between 560 and 750 dwellings of various types.

The location of these site is shown on the attached plan (Figure 3.1) which shows their location in relation to the main settlements within Lancaster District. Whilst the focus of the Council’s aspirations for development in the district over the lifetime of the Core Strategy will be related to these sites, there are a number of other large development sites identified within the strategy for which the same general infrastructure requirement principles will also apply. The developments proposed at these sites range from residential to employment to visitor economy uses, and are located mainly within the four main settlements of Lancaster, Morecambe, Heysham and Carnforth. Appendix A provides a table detailing these.

3.4 Lancashire County Council Response to Lancaster LDF Preferred Options – April 2012 Lancashire County Council issued a response in April 2012 to the preferred options for Lancaster’s Local Development Framework prepared by Lancaster City Council. The document responded specifically to information received from the city council regarding the Strategic Land Allocation sites as well as a number of other committed developments, however the County Council noted that the comments are applicable to other developments and changes within the district including changes to Local Retail Centres. In this sub-section, a review of the comments issued by Lancashire County Council is presented alongside an analysis of the implications for the strategic site development in the district.

3.4.1 Whinney Carr and Bailrigg As Whinney Carr and Bailrigg are both located in the same area and, in fact, face each other across the A6 strategic route into Lancaster, many of the transport issues relate to both. The primary constraint for these sites is considered to be the A6 Scotforth Road which provides a strategic alternative to the M6 motorway and is designated as both an abnormal load route, and as a relief route for periods when the M6 is closed.

Whilst it is noted that the A6 cannot accommodate the expected increases in traffic associated with the development without mitigation, a number of measures are suggested as being necessary in order to ensure the deliverability of the development from a highways perspective. A major programme of sustainable transport measures including bus priority, Park and Ride, walking and cycling measures will have a positive impact, however it will need to be undertaken as part of a wider package of measures. The provision of new access junctions and multiple access points for all modes for the two strategic sites is considered to be essential for a number of reasons, notably to allow the dispersion of traffic through the network onto appropriate transport routes. In particular, two junctions are identified in the document as being potential pinch points on the network to be mitigated against. These are the Hala Road / Scotforth Road signal junction, and the A6 / Stoney Lane signal Junction at Galgate. Improvements at the Hala Road / Scotforth Road junction are possible, however will likely require greater land take than at present and would need to be supplemented by other projects such as softer travel planning and network management measures. Additional capacity and signal upgrades at this junction would, however, have wider benefits to the corridor by contributing to the route management strategy which aims to improve journey time reliability and network management. Ultimately, however, there will be a requirement to create a new access junction for the Whinney Carr development directly from the A6 south of the Hala Road junction, and this would require a new link road to be constructed between this point and the existing site access on Ashford Road. This link road would involve a new bridge over the West Coast Mainline and would be a major piece of infrastructure, however it could potentially provide the additional capacity on the A6 required in order to make the development feasible. The A6/Stoney Lane junction in Galgate already has a package of improvements that may be implemented, both geometrical and signal related, which have been developed for other committed development in the area. These improvements will greatly improve the operation of the junction and go some way to mitigating against the increase in trips as a result of the strategic development sites. A complementary package of softer measures is also recommended in this area to further mitigate against this impact. Multiple access points are suggested for the Bailrigg site with direct access to be provided from the A6, from Bailrigg Lane and from the north via one of a number of route options. Each of these has its own advantages and disadvantages and requires further detailed study and evaluation, however it is clearly feasible to create an access solution for Bailrigg that accommodates a variety of transport modes and minimises the impact of the development on the existing highway network. The A6 is also a key public transport corridor with significant patronage using the section for public transport journeys between and the city centre and rail station. Further funding is being sought by Lancashire County Council to improve existing public transport facilities and to minimise delay along the corridor as much as possible for public transport users. In addition, a Local Sustainable Transport Fund bid has been produced focussing on this corridor (alongside another in Preston). This has led to the Development of a Route Management Strategy incorporating such measures as the installation of modern traffic management and control systems, implementation of SCOOT and MOVA where appropriate, provision of safe and secure cycling and walking routes, bus priority and Variable Message Sign use. To summarise, it may be concluded that, from a transport perspective, the sites of Whinney Carr and Bailrigg are challenging but ultimately deliverable, albeit with a comprehensive package of infrastructure improvements which will need to be largely funded by some form of developer contribution. Considering the strategic advantage of a large number of these improvements in creating additional capacity on the A6 and promoting sustainable travel, it may be possible to use CIL monies to fund at least some of the infrastructure required.

3.4.2 Grab Lane Access to the Grab Lane site is proposed to be from Quernmore Road and Wyresdale Road both of which connect ultimately with the A6. The area is much less heavily trafficked than the Bailrigg and Whinney Carr area to the south of the city, and may therefore support the quantum of development proposed with less overall mitigation required. Despite this, a number of infrastructure schemes will still be required to support the development including junction improvements and possible capacity increases. It is also considered critical that the development traffic’s interface with the busy city centre is treated properly and

that adequate sustainable travel incentive schemes are in place to mitigate against city centre traffic increases as much as possible.

3.4.3 Summary To summarise the tone of the document , Lancashire County Council support fully the LDF process and, more generally, the need for development within Lancaster District, however it notes that until a solid proposal is put forward by developers with regard to mitigation for the traffic generated by each of the development sites, Lancashire is not in a position to be able to say categorically whether the development is feasible. It will, however, evaluate each proposal on merit as part of the Transport Assessment process and comment as to whether the package of measures for each development are suitable and go far enough to mitigate against any adverse impact. The important point to note, however, is that the strategic development sites are ultimately developable, albeit with the need for additional infrastructure to help to accommodate or otherwise mitigate against the impact of additional generated traffic.

3.5 Infrastructure Recommendations from Lancaster District Transport Vision and Strategy The main infrastructure recommendations from the Lancaster District Transport Vision and Strategy are presented in the following table. This also presents the estimated costs associated with each project from the report (which was produced in 2008 and therefore does not include the effects of inflation over the four year intervening period). Further details of the methodology used to derive costs is provided in later sections. The table also notes the suggested lead delivery organisation for each scheme which, for the most part, will normally be Lancashire County Council due to their role as highways authority for the district. The final column highlights the current progress status of each scheme according to the Written Representation 2.14 from Lancashire County Council. A ‘traffic light‘ system with red representing no progress, amber representing some progress, and green representing completed or ongoing projects, has also been used here for ease of reference. Finally the timescale of the project, has been estimated and is reflected in the three pastel colours used - short (orange), medium (purple), or long (blue):

It may be seen that, according to Lancashire County Council, 8 of the 32 projects (25%) have commenced and are ongoing with a further 6 (19%) showing limited or partial progress. The remaining 56% of projects have not been progressed at present although Lancashire notes that it is still supportive of these in principle.

3.6 Strategic Site Requirements A further 22 schemes were identified from the strategic land allocation site development statement and transport appraisal literature reviewed. These are schemes that have been put forward specifically to support the development proposals at each of the three sites and are as a consequence less strategic for the most part than those already mentioned. They do, however, include the strategic requirement for a new bridge over the West Coast Mainline to facilitate the development at Whinney Carr and this is considered essential not just for this development plot but for the general developability of the area south of the city centre which is currently constrained by congestion on the A6. As a result, the Bailrigg strategic site also relies heavily upon the bridge and the capacity that it frees up. The table again shows estimated cost for each scheme and lead delivery organisation. It also notes the strategic development site or sites that require each measure for progression. All of these schemes are considered to be short term i.e. must be delivered within 5 years in order to facilitate development on the strategic sites.

None of the schemes listed above have been commenced and it is likely that much of the work will be undertaken with developer-based funds potentially including CIL. This might be especially appropriate for the bridge at Whinney Carr due to the generally beneficial impact this would have to the viability and resulting prosperity of the area.

3.7 Lancaster Infrastructure Schedule The following table highlights schemes proposed within the Lancaster District Infrastructure Schedule proposed by Lancaster City Council. This document identifies the known investment plans of the public and private sector for the 10 year period 2008/2009 – 2018/2019, and has been updated slightly to provide an estimate of some previously unknown or unknowable costs, and to allow each project to be labelled as either committed, not committed or having an unknown status. The table highlights each scheme as it is listed in the schedule. Some of these schemes are significantly more detailed or area specific than others, for example Scheme P11 refers to a specific cycle lane improvement on Chapel Street, whereas Scheme P27 is just entitled ‘Energy Reduction’ and is presumably a non area specific energy saving scheme to be undertaken across the district. These schemes are drawn from a collection of sources including the Local Transport Plan, programmes for large scale schemes such as the Heysham-M6 Link Road, and the West Coast Mainline Route Upgrade, much of which has been completed, and from Community Consultation with several schemes obtained directly from this process. As a result, only some of these will be ready/suitable for CIL funding. It may also be seen that the status of only approximately half of the listed schemes is known, with the prognosis for the remaining schemes either unclear, or indeterminate.

4 Utilities Infrastructure

4.1 Introduction Given the difficulties in establishing exact estimates for utility infrastructure requirements to serve developments on anything other than a case by case basis, the method for deriving utility requirements for the borough differs from other forms of Physical Infrastructure. This is due to the fact that utility infrastructure is predominantly provided by the private sector on the basis of specific development need as stipulated and paid for by the developer. Consequently specific requirements, costs and lead delivery organisations have been obtained via conversations with utility providers for the three strategic land allocation sites only on the basis of housing volumes and development mix as assumed in the development statements for the respective sites. The following sub-sections provide a summary of the results of these conversations, alongside a table of requirements for each strategic site as informed by the discussions. 4.2 Electricity Electricity North West (ENW) were contacted as owners and operators of the distribution network throughout the North West of , with regard to the specific power requirements for each of the strategic sites. An initial apparent power load assessment undertaken by ENW places the load requirement of each site to be approximately 1MVA. The initial assessment indicated that Bailrigg Lane and Whinney Carr developments are likely to require alterations to the network to re-enforce the power supplies to the south of the city. This is likely to involve laying additional high voltage mains cabling from the Spring Garden Street sub-station in the city centre. However, upon further review, ENW have advised that the load can be accommodated on the local high voltage network by carrying out switching operations between primary sub-stations. The Grab Lane development’s supply requirements may also be accommodated on the local high voltage network by switching operations between the sub-stations In terms of costs, ENW charges for providing the supplies at a current rate of £57.36 per kVA for the new connections. Therefore, the costs to provide the complete development at each site will be around £57,360.00 per site.

4.2.1 Existing services Conversations with suppliers have shown that there is an existing high voltage overhead power line that runs east-west across the southern part of the Whinney Car site and through the middle of the Bailrigg site. The national grid has developed guidelines that address the issues associated with developing sites crossed by pylons and overhead power lines, which recognise the specific needs that these throw up. Any development on these sites will therefore need to take account of power lines and the specific guidance relating to their treatment. All three of the strategic sites have Electricity North West assets within them which will require diverting prior to development, however until a detailed site layout is available, the cost and extent of these diversions is unknown and unknowable at this stage.

4.3 Gas Specific gas supply requirements were obtained via conversations with Fulcrum, an independent utilities provider that provides gas connections and other utilities related services. The following information has been obtained from these discussions.

4.3.1 Whinney Car Site The nearest Connection point is Low Pressure which would support an element of the proposed development quantum. A medium pressure main supply (180mm PE) is available approximately 300m to the north of the site. This is the preferred connection point for this development and, in combination, these should provide the required gas utility to serve the proposed development.

The approximate cost of bringing the gas main to the site boundary and installing a pressure reduction station (which would be required for a development of this nature) is approximately £65,000).

4.3.2 Bailrigg Lane Site A medium pressure main source (315mm PE) runs parallel with the M6 motorway (on the western side i.e. adjacent to the development). A new connection with a pressure reduction station can be established to serve the development. The approximate cost of bringing the main to the site boundary and installing a pressure reduction station is therefore approximately £35,000.

4.3.3 Grab Lane Site A medium pressure main source (125mm PE) is available approximately 350m to the north west of the site. The development can be served by an extension to this main to a new pressure reducing station to serve the site. The approximate cost of bringing the main to the site boundary and installing a Pressure Reduction Station is approximately £75,000.

4.4 Water Supply and Sewage In terms of water supply and sewage, contact has been made with United Utilities who advise that they have been in prior dialogue with Lancaster City Council regarding all three of the strategic development sites. UU have stated that they advised Lancaster City Council in January 2012 that the current network was unlikely to support the development of any of the sites. Since this conversation, UU have held further discussions with Lancaster City Council in May 2012 regarding the overall proposed increase to Lancaster Waste Water Treatment Works (WwTW) to 15,500 domestic units and 245ha of commercial premises. In June 2012, the Council advised, via a revised consultation, that this had been altered to 4,269 Housing Units, 269ha of regeneration priority area (Spans Middleton & Stodday), an additional 240ha of regeneration and 130ha of employment. United Utilities have advised that both the May and June figures (though vastly different) would mean that the current network and treatment works at Lancaster would not be able to handle the additional flows and therefore a significant upgrading of the system is needed. Before further clarification can be provided, UU have made it clear that there is a need to finalise the position with regards to their local development framework. In providing estimates of infrastructure cost, UU have advised that they would not consider the individual schemes in isolation but would instead look at the local development plans in their entirety so that no one scheme has to fund any upgrading of the system and allowing the costs of upgrades to be spread amongst developers and interested parties.

4.5 Broadband Contact has been made with BT Openreach to determine the availability of broadband and telecommunication capacity for each of the strategic sites. As yet, no information has been received as to availability, however this section will be updated upon receipt of any further information.

4.6 Summary To summarise the outcomes of this section, the following bullet points present the main findings: • ENW have advised that power is available without significant upgrades to their networks. Costs are based on power required; • Fulcrum have advised that natural gas is available for all sites from existing medium pressure gas mains. Indicative costs for each site have been advised; • United Utilities have advised that if Lancaster City Council proceeds with their local development plan then there is insufficient capacity in the existing treatment and distribution networks. UU require further discussion with the Council to understand the development plan and determine the requirements for water and sewage networks. No indicative costs were provided for the strategic development sites, however these will be estimated as a total requirement following the publication of the final development mix; • BT Openreach have not as yet provided information on availability of broadband to serve the developments, however this section will be updated once this is received.

5 Summary of Infrastructure Requirements

5.1 Introduction In this section, the lists of required physical infrastructure projects developed in the previous sections are combined to produce a definitive list of physical infrastructure requirements for the district. These projects are costed (in cases where the scope and detail of the project is properly understood or estimative, and for which costs have not already been supplied by 3rd party sources). Costs estimated by AECOM are broad and have been produced following a simple methodology as set out in the following sub-section. As such they should not be treated as definitive, but instead be used as a good indicator of likely cost quantum. These estimated costs are shown in italics on the definitive table, with costs provided by third parties shown in normal print. In many cases, projects are listed which have not been developed or disaggregated into a specific enough scheme for accurate costing to be undertaken. In these cases, project costs are marked as ‘Unknown’ and costing for these can only be undertaken once more specific or detailed proposals have been produced. The table shows lead delivery organisation as per the individual lists already presented, however the next column provides an estimate of the primary funding source or source organisation from which it is expected that the scheme will be largely financed. These sources included City and County Councils (i.e. from public tax-payers money), funding from private companies or public agencies including developers, Network Rail and the Highways Agency, and potential funding from the proposed Community Infrastructure Levy (CIL) itself. These schemes are defined as being beneficial to the whole district in terms of solving strategic problems or allowing significant barriers to development (which benefits the whole district) to be removed. The final columns summarise the appropriate timescales and levels of importance for each scheme. Timescales are divided into short (0-5 years), medium (5-10 years) to the end of the current Core Strategy period, and long (10-15 years) beyond the current Core Strategy period. Level of importance is divided into four categories which are, in order of increasing importance: desirable, necessary, essential and critical. Whilst this criterion may be rather subjective depending on varying priorities and aspirations for the borough, an attempt has been made to categorise each project objectively looking at the impact of each project on the prosperity and accessibility of the district as a whole.

5.2 Methodology and Assumptions for Calculating Costs For those projects for which costs have not been estimated by the third parties responsible for the producing each list, costs have been estimated by AECOM. It should be noted that these have not been verified by external cost consultants and are provided for illustrative reasons only. They are, however, based on a clear methodology using, for the most part, the ‘SPONS Civil Engineering and Highway Works Price Book 2012’, and, in the case of projects recommended as part of the Lancaster District Transport Vision and Strategy produced by AECOM in July 2008, upscaled to current prices using the Consumer Price Index scaling factor 2008-End of 2011 of 9.5%. SPONS provides approximate estimating rates for a variety of Civil Engineering structures and features including highways, bridges, footways and junctions. In some cases these have been rounded up slightly to provide a more robust reflection of the site constraints. A list of the key rates used to estimate costs is provided below:

• 18.6m 2-lane dual carriageway including central reserve = £2,630 per linear metre; • 10m wide single carriageway road with 3m footways on each side = £1,620 per linear metre; • 20m span road bridges with prefabricated steel beams = £4,410 per square metre of area; • 3m wide cycle track = £200 per linear metre; • Footway construction (bitumen-macadam plus edgings) = £51 per linear metre; • Mini-roundabout feature on a B class road = £50,000; • Signal junction on a major road = £100,000;

• Additional bus vehicles at £120,000 per vehicle per annum; • Bus stops at £10,000 per facility.

These costs were applied to the physical infrastructure schemes previously derived in order to obtain estimates for infrastructure costs where appropriate. These are shown in the table presented in the next sub-section.

6 Phased Action Plans

6.1 Introduction The following tables break the schemes presented in the previous sections down into timescale periods of 5 years, Short, Medium, and Long, covering the next 15 years and the approximate life of the Local Development Framework and Core Strategy. The expected cost for each scheme and the total for each time period is presented at the end of each table, giving an indication of the level of investment needed, however it should be recalled that each table contains a number of schemes with unknown cost levels, and the totals should therefore be treated as lower investment limits only in each case.

7 Priority CIL Schemes for Strategic Land Allocation Sites

7.1 Prioritisation Methodology In this section, a targeted list of scheme priorities is identified for the three strategic sites within Lancaster district that may potentially be funded by Community Infrastructure Levy funds as discussed. These 20 schemes have been prioritised using a methodology described below, and represent the key short, medium and long term priorities for the district in order to bring the three sites to a widely developable stage, and allow annual numbers of houses to be constructed that approach the district target of circa 400. • Schemes were selected if and only if they could potentially be funded via a CIL as determined in Section 5. This left 143 individual schemes; • Schemes were then ordered according their relative importance, again as identified in Section 5, starting with ‘Critical’, followed by ‘Essential’ and ‘Necessary’. Schemes classified as only ‘Desirable’ were removed at this stage since these were not considered priorities; • Schemes were then sorted according to timescale into ‘Short Term: 0-5 years’, ‘Medium Term: 5-10 years’, and Long Term: 10-15 years’; • Finally, schemes were selected if and only if they directly facilitated the development of one or more of the three strategic land allocation sites.

This sifting process resulted in the twenty priority schemes listed in the following table, which also provides a more detailed description, and details on expected cost, lead delivery organisation, and current status.

7.2 Priority List of Schemes The following schemes, which could potentially be funded via CIL, may be considered the priorities for Lancaster district in order to facilitate the development of the three strategic land allocation sites.

8 Monitoring and Review

As this is the initial Infrastructure Delivery Plan for Lancaster, it may be considered as a first step towards better integration of investment programmes across a range of disciplines and between county as highways authority and district as planning authority with responsibility for housing and employment growth. The plan should help prioritise investment over the forthcoming years and the life of the current Local Development Framework Core Strategy. It should also be considered a ‘living document’ in that the infrastructure schemes it reports on are constantly in a state of change with new schemes proposed to replace older schemes which are no longer considered necessary. In this way, it is recommended that the Infrastructure Delivery Plan be reviewed each year and the schemes checked for currency and ongoing appropriateness. In terms of monitoring, it is considered likely that more detailed processes will be established as time goes on and IDPs are able to report more accurately on infrastructure gaps and provide more accurate costs. Future IDPs will therefore need to report on the most effective way of monitoring the progress of the plan, using the indicators and targets set out during the Core Strategy. It is recommended that key information be reviewed each year including as a minimum infrastructure completed, actual costs as opposed to that predicted in the plan, changes to infrastructure requirements and timing as a result of scheme changes, the and the impact of additional funding sources. This will allow an understanding of the accuracy of each successive IDP to be gained and methods for producing the document correspondingly refined and updated.

9 Findings and Recommendations

The analysis undertaken and summarised in this report has identified a large number of potential requirements in terms of physical infrastructure (Transport and Utilities). These are of varying levels of importance, are required at various timescales over the lifetime of the Core Strategy, and have varying levels of associated cost. The focus of the report has been particularly strongly associated with the strategic land allocation sites of Whinney Carr, Bailrigg and Grab Lane and the findings in this regard, from conversations with Lancashire County Council Highways and independent utilities providers, as well as site visits and previous studies, that the sites are developable according to the aspirations of the Local Development Framework, albeit with some important provisions: • Firstly, no large-scale development of the Whinney Carr and Bailrigg sites can occur without significant treatment and facilitating work to the A6 corridor south of the city centre. This is an already congested link in some sections and junction improvements and capacity boosting schemes alongside Smarter Choices and demand management schemes are required to provide the necessary capacity for the large development sites. It is recognised that proposals to construct a road bridge over the West Coast Mainline are important in terms of serving the Whinney Carr development but also in terms of increasing A6 capacity required to facilitate Bailrigg; • Secondly, none of three strategic development sites can be constructed based on the existing provision of fresh and waste water in the district. United Utilities have advised that upgrading of the current systems would be required based on a range of potential development quanta and mixes and it has asked to be consulted at an early stage once clarity is achieved in this regard to allow it to understand the potential cost of this. It is envisaged that this cost should be distributed amongst developers since all large-scale in the area could potentially benefit from an upgrade in provision.

It is estimated, using a number of costing methodologies, that in total, a minimum sum approaching £500,000,000 will be required in order to meet all of the infrastructure needs of the district within the next 15 years, however this excludes rail schemes that cannot be disaggregated from a North West level and several schemes whose values are unknown. It also excludes other forms of infrastructure including health, education, and green infrastructure, which have not been considered within this report as noted elsewhere, but which will require further review and evaluation in order to determine a list of schemes and the level of compatibility of each with the notion of a CIL funding source, as has been undertaken for Transportation and Utilities in this document. It should also be noted that the total infrastructure costs are to be borne by a large number of different organisations and parties and the tables presented in this document make an attempt to identify both the lead delivery organisation, and the primary funding source in each case. This includes the potential Community Infrastructure Levy and the following table summarises the projects that are considered as potentially suitable for funding from CIL. The total cost of these schemes (excluding those for which no cost estimate is possible) is approximately £85,000,000, representing around 18% of the total estimated requirement for transport and utilities infrastructure costs for the district. To conclude, there is clearly much work to be done within Lancaster district in terms of infrastructure delivery and identification of funding, however the publication of this and other related documents in recent years highlights that these requirements and their likely levels of cost and timescale are well known and understood. The next step in the process will be to make use of the work undertaken in parallel with this document on producing a viable CIL model to identify the scope and breadth of the schemes that can be funded through CIL and should this funding avenue be progressed, setting up this mechanism to ensure that the funding is available in time to meet development commitments. There are significant infrastructure requirements to support the Core Strategy but the conclusion of this study is that the strategy is ultimately realisable provided that the necessary infrastructure levels are delivered.
