Preface Energy production based on fossil fuels produces C02, S02 and NOx, which are harmful to the environment. It is agreed, both nationally and internationally, that it is necessary to con ­ siderably reduce the energy consumption. The following two passages appear in the Brundtland report "Our Common Future": • "The Commission recommends a low-energy future, based on energy efficiency, sa­ vings, and an aggressive development of new and renewable energy sources." • "Renewable energy sources need to be given considerably higher priority in national energy programmes. In the 21st century renewable energy must form the basis for the whole of the global energy structure." Only with a strong, well-planned and well-managed effort it will be possible to promote the use of renewable energy sources and of less polluting energy sources and to reduce energy consumption, locally and globally, to a level that is environmentally acceptable according to the Brundtland Report. When conceptualising plans for improvement of the environment by reducing energy con ­ sumption the wise words from the seventies "think comprehensively - act selectively (or plan globally - implement locally)" are still useful to keep in mind. They can be phrased a little bit differently, namely that plans and means (measures) must be developed as a whole. Actors must be found and their role clearly defined - then sound technically and economi­ cally solutions will be found. The difference between different European countries politically, financially, culturally, and socially needs to be acknowledged when energy initiatives are considered for implementa ­ tion on a local as well as an international scale. This was the basis for the initiation of the project “Renewable Energy Utilization in 3 European Cities”. Three very different cities with different problems and thus different inte ­ rests got together and joined efforts to develop action plans to increase renewable energy use to reduce the burden on the environment from energy consumption in the urban and re­ gional areas. The work has been undertaken by the working group presented in appendix 3.1 thank all . who has been involved in this project for their engagement and contributions to reach our target.
