Captive Port and Desalination Plant’s/Thermal Power Plant’s (TPP) associated facilities such as Intake/Outfall System at Kottatai, Cuddalore district, Tamil Nadu Name of the Project Application is for Extension of Validity of Environmental and CRZ Clearance upto October 28, 2020 (three more years) for the facilities yet to be developed. 2. Captive Desalination Plant’s/ Thermal Power Plant’s associated facilities such as intake and outfall system does not attract EIA Notification. 3. Proposed Environmental and CRZ Clearance was capacity/area/length/tonnage to be obtained in October 29, 2010 and copy of handled / command area/lease EC/CRZ clearance and its latest area/number of wells to be drilled compliance report submitted to MoEF&CC, regional office is given in Appendix A. (I) As per the clearance obtained, the following major Project components of Captive Port along with Desalination Plant’s/ TPP’s associated facilities have been permitted: A. Captive Port: To handle the coal requirement for the 3600 MW (2x600 MW and 3X800 MW) Thermal Power Plant1, a captive port with enabling infrastructure has been proposed: 1 The details of the facility/systems developed by ITPCL under MoEF&CC granted Thermal Power Plant EC, Corrigendum and amendments are given below: 2 x 600 MW (1200 MW): Boiler, turbine and generator for 2 units of 600 MW each; Fuel oil system; ESP; 1x275m stack; cooling towers; Fire protection system; Power evacuation (transmission lines); FGD system; Ash handling system; Seawater intake and outfall system; Other utilities (Desalination plant, DM plant etc.); Environment Management System; Rail line for coal transport For the entire 3180 MW: (2X600 MW and 3X660 MW) - Revised configuration as per EC amendment letter no: J- 13012/34/2008-IA.II(T) dated February 04, 2014) Rainwater disposal system; Coal handling system and coal stockyard; Ash pond; Intake system for drawal of seawater 1 Basic Information Page 1 Environmental/CRZ Clearance Validity Extension for Captive Port and Other Facilities of ITPCL C1171304 Updated Form 1 RP001 rev. 0 S. Captive Desalination Plant (302 MLD - Reverse Osmosis) and TPP associated facilities: Intake System: ~34,1003 m3/hr of seawater for thermal power and desalination plant will be sourced from intake proposed in between breakwaters towards northern side along with essential systems such as Desilting Basin, Pump House etc. Outfall System: ~25,8864 m3/hr of return cooling water and reject brine will be discharged at the outfall proposed towards north of northern breakwater, more than 1500m distance into the sea For the balance capacity of 1980 MW (i.e. 3 x 660 MW), the facilities are yet to be developed are: Boiler, turbine and generator for 3 units of 660 MW each; 1x275m stack; Intake pump house & outfall pipes; Captive port and external coal handling system; Cooling towers and water systems (Desalination plant & DM plant) and Power evacuation. 2 Desalination Plant (within power plant premises): Capacity has been revised to 40 MLD as committed during TPP EC amendment and MoEF&CC accorded EC amendment Letter dated February 04, 2014. 3 Intake quantity has been optimised to 33,000 m3/hr as committed during TPP EC amendment and MoEF&CC accorded EC amendment Letter No: as per EC amendment letter dated February 04, 2014 4 Outfall quantity has been optimised to 24,062 m3/hr as committed during TPP EC amendment and MoEF&CC accorded EC amendment Letter No: as per EC amendment letter no: J-13012/34/2008-IA.II(T) dated February 04, 2014 1 Basic Information Page 2 Environmental/CRZ Clearance Validity Extension for Captive Port and Other Facilities of ITPCL C1171304 Updated Form 1 RP001 rev. 0 S. Intake System: About 700m long to draw Seawater for the entire 3180 MW capacity till desilting basin and Pump House for 1200 MW Outfall System: > 1500 m from Shore to discharge return cooling and reject brine (III) The components along with its associated facilities to be developed at site are as follows: A.
