Minister !!! Meaningful Progress in Culture ! The cultural value system of Sri Lanka or any other country has two aspects called tangible heritage and intangible heritage. However, culture and art are immeasurable gifts bestowed by our forefathers. Their preciousness depends on the activities of not only the human beings but all the living beings in the globe. It gives me great pleasure to note herein a positive progress made in implementing administrative functions related to culture and the arts which have inextricable relations with the human life. This progress is an eloquent testimony to the fulfilment of objectives set by the ministry and other institutions functioning under its purview. It further confirms the betterment of ordinary public during the period where Sri Lanka forges ahead to be the “Wonder of Asia”. Our attempt to mark the progress of our functions in an environment conducive to the spiritual development without sticking to the advancement of science and technology has succeeded. The speciality in the achievement is the integration between our programmes and national heritage which directed the thinking of ordinary public towards arts and beauty of life. Without being captivated by modern scientific and technological implements, we could successfully register a remarkable advancement in affairs related to arts in a background that is conducive to spiritual development. I bestow my sincere thanks to all Heads of Department and the staff who discharged duties with diligence and dedication to extend our fruitful accomplishment in the field of culture and the arts under the ‘Mahinda Chinthana’ Vision for the future to the masses. Progress of National Cultural Awakening ! Cultural background of a country and a nation is a primary factor that consolidates its identity. We have entered to an era where we should rise up displaying and projecting our patriotism through mother tongue, literature, music, art, drama, dance and the print and electronic media. The progress achieved particularly through the projects and programmes launched by the ministry and other institutions functioning within its orbit raised our nation to such a height. The pragmatic approach to the community together with the statistics are testimonies to our success. It is very much conspicuous that the steps taken towards fulfilment of objectives has promoted national integration in terms of good governance, administration and management in the entire country. The programme for establishing cultural centers island wide and the panels such as “Angampora” photography, folklore which were setup recently are the milestones of out that received wide popularity and attention. It is my ferrent hope that our nation would benefit from the projects programmes are in progress in conformity with the National Cultural Policy and have the opportunity to appreciate the innovations of creative minds. !!! Ministry of Culture and the Arts Vision A proud Sri Lanka committed to safeguarding the unique cultural heritage and the nation’s dignity for the future. Mission Formulation and implementation of policies and programmes for the preservation, promotion, and dissemenation of the unique culture and heritage in parallel with the advancement and overall development of the country. Objectives The culture in a country has been identified as the main instrument which directs the people make effective and efficient in the implementation of all programmes aimed at prospering the people of the country. • To build a positive cultural environment that would help directs the people themselves in a manner that would successfully accomplish the general national development policy of the country. • To forge ahead as a country with great culture consisting of many sub-cultures while accepting the multi-nationalism and preserving the identity of respective sub-cultures. To promote cultural diversity and thereby to prevent harm caused to positive cultural characteristics through various forces. • To pave the way to organize the cultural life of the people of the country through preservation, maintenance and utilization of cultural heritages. • To motivate the people to identify positive cultural characteristics and thereby to promote a culture with distinct Sri Lankan identity. • To help the people in identifying themselves the external and internal factors causing cultural downfall and in exterminating these factors. • To pave the way to inculcate in the society the fact that culture is an energetic, challenging and a free force. However, this amount had to be excluded in the process of calculating financial progress since foreign funds were not received as expected. It is an essential part as well as a medium of national integrity. Therefore, the Ministry of Culture and the Arts implements cultural promotion programmes to instill culture and the Arts into the lives of Sri Lankans. I. Cultural Centre Programme The programme of establishing one Cultural Centre per Divisional Secretary’s Division was initiated in 1998 with the objective of promoting and conserving indigenous cultural features. Objectives of establishing cultural centers on divisional secretariat basis are as follows - • Re-introduction and promotion of ancient arts and their features (sixty four arts) • Improvement and enhancement of skills of children in art living in respective divisions. • To raise the skills of these children up to the international level by providing opportunity to gain experience in foreign performances. • Promotion of the cultural life of respective division.
