council meeting for 21st of september and 28th of september 06:31 07:46 monday august 17th 2020 all mondays and that will make it so 06:34 07:49 call this meeting to order at 6 31 pm that 06:37 07:50 a recognition of members present i'll we will not be having a meeting uh 06:40 07:52 let the record reflect that all surrounding the 06:42 07:53 counselors are present including the holiday weekend so therefore 06:43 07:57 city administrator folks can go away and enjoy their 06:45 07:59 with that i'll ask everyone to join us holiday 06:48 08:00 in the pledge of allegiance uh with their family and social 06:50 08:04 the flag is behind city administrator distancing with others if they 06:53 08:06 kane wrath if they choose to but um 06:57 08:09 i pledge allegiance to the flag of the that that is the proposed schedule at 07:00 08:12 united states of america this moment in time we are unsure 07:02 08:14 and to the republic for which it stands of whether those will be live we will be 07:05 08:17 one nation back in council chambers 07:06 08:19 under god indivisible with liberty or if we will be continuing to zoom we 07:10 08:21 and justice for all will know more 07:16 08:23 thank you everyone for joining us once there's an update from governor 07:19 08:24 in that uh we are now moving on to item mills uh 07:22 08:26 four of the agenda we around her september 3rd 07:23 08:29 under general we have item a review and extension so with that that is the 07:26 08:32 uh review council schedule council proposed council schedule 07:30 08:35 in consultation with the city for moving forward into september 07:32 08:40 administrator uh if the one thing i would like to 07:34 08:45 we have decided if it's okay get a sense of from the council is 07:38 08:51 that we will go ahead with a meeting on if the if it's allowed does the council Page 1 of 79 08:55 the lease at the train station with want to come back to city hall chambers 10:13 08:57 tonight's document in the month of september uh if it can 10:15 09:00 all in all everything's been good be done safely 10:17 09:05 ridership's been creeping up slowly yes yeah if it's safe 10:20 09:12 and getting back to normal levels i vote no i'm in council 10:59 09:47 hpc chair kelly archer's been having are there any committee correspondents 11:02 09:48 technical difficulties getting on the to report 11:03 09:50 zoom so i just want to make sure yes mr mayor council of minton 11:05 09:54 i put this in the record uh we had our uh shuttle bus 11:08 09:57 on behalf of hdhpc our rendezvous point transit meeting um last week 11:11 10:01 bearing ground project of brown patch everything's been going quite well 11:13 10:05 ringing radar scheduled deliveries are all moving 11:14 10:07 and survey the survey was performed last forward 11:16 10:09 week and was a success transit's looking forward to renewing 11:18 10:11 the hpc wants to thank uh rob perry aka Page 2 of 79 11:21 burying ground and the right of way the bottom finder technographics mike 12:17 11:24 respectively powell b and his crew of down call of 12:18 11:27 steve bentley and his two 2009 friends duty surveying 12:21 11:28 of varietal point and their countless ryan summer and his crew of sacco parks 12:23 11:30 efforts hours and dedication and recreation 12:25 11:32 to this invaluable project to the 12th andrew dickinson soccer communications 12:27 11:33 generation descendants of the patterson coordinator for his archiving of 12:29 11:35 and edgecombe families interviews and live footage 12:30 11:37 sharing stories and to of course and the abutting landowner mitch sambord 12:33 11:40 counselors marshall archer for all their efforts in making this 12:34 11:41 lynn copeland and jody macphail for worthwhile 12:36 11:42 participating in this historical event project a success the hpc continues to 12:39 11:45 thank you all the hpc will continue to gather all the necessary information for 12:41 11:47 update the council as much as still to its recent maine historic preservation 12:43 11:49 be done commission grant approval 12:44 11:50 and we thank those of you for your in this hallowed grounds nominating 12:46 11:52 support of the city of saco's process to the national register of 12:48 11:54 first in discovery the saco's first historic places not only in the 12:51 11:56 colonial bearing ground boundaries of the cemetery and its 570 12:53 11:58 of 14:38 13:24 damage to the race voted to 14:39 13:25 rachel carson refuge and future closures uh send this to the council so i'll i'll 14:43 13:29 of goose fare brook read this 14:44 13:29 due to sand replenishments multiple to you these are their ppa 14:47 13:33 times comment we'll do the comments on the ppa 14:49 13:36 on article 1 section b all design and from the shoreline commission 14:51 13:38 construction costs so uh included below 14:53 13:41 including initial beach nourishment are are comments provided by the shoreline 14:55 13:43 not shared commission on the ppa models provided by 14:56 13:45 with the non-federal sponsor the city the united states 14:59 13:46 it is all borne by the army corps the army corps of engineers 15:02 13:49 federal government should pay 100 concern remains about the beach damage 15:04 13:51 of the costs for construction of the beyond the 15:06 13:53 breakwater and related costs in corps of engineers defined project area 15:08 13:59 accordance with plan consolidated comments from the shoreline 15:09 14:01 six the non-federal sponsor does not commission 15:13 14:04 pick on the army corps of engineers ppa model 15:13 14:07 up any cost including a full beach initial comment the 15:16 14:11 replenishment u.s army corps of engineers still 15:17 14:14 provided we get the additional five attempt to limit reconstruction to the 15:19 14:16 million currently defined project 15:20 14:18 uh section g in kind contributions limits of a three thousand feet north of 15:23 14:22 by the city could include include jetty 15:26 14:23 expertise and procurement of three thousand feet miles away 15:28 14:25 to lead to the reduction of an ex of however damages to 15:31 14:27 expenses paid by the army corps damages extended to goose fare brook 15:34 14:30 article 2 section b army corps absorbs 1 to 12 and a third 15:36 14:33 100 mile north of the jetty nor does the 15:37 14:36 of cost not the city at 35 percent Page 4 of 79 15:41 sponsor section b1 provide access and 16:53 15:44 once the work is completed right-of-way 16:57 15:44 section e-2 army corps public access to improved area 17:00 15:48 in reference to existing jetty shall section b2 federal government to provide 17:03 15:51 provide as-built drawings and documentation to 17:04 15:54 city maintenance costs annually to the non-federal sponsor within 30 days of 17:06 15:56 city project completion 17:07 15:58 the non-federal sponsor must sign off on section b3 no cost to share 17:09 16:02 the work and it section b4 no non-federal funds 17:11 16:06 and if it takes ownership of the required section 17:13 16:09 breakwaters there will be no additional c non-federal sponsor to review the 17:15 16:12 cost to that sponsor comment during 17:18 16:13 any repairs from storms or other acts of concept design development and 17:20 16:16 god are eligible for fema funds construction phases 17:22 16:18 per procedure a baseline should be and otherwise involved in daily 17:25 16:20 established to determine operations would want 17:27 16:22 the cause of any damage any money out allowance for the city to find cost 17:30 16:24 spent savings for the project 17:30 16:26 is to be used by the non-federal sponsor and if not taken by the army
