In 2011-2015 she worked in federal executive bodies -Rosokhrankultura (Federal Service for monitoring compliance with cultural heritage protection law) and the Ministry of culture of the Russian Federation (Department of state protection of cultural heritage). In the Ministry of culture she dealt with issues related to the implementation of the Convention Concerning the Protection of the World Cultural and Natural Heritage 1972, interaction with UNESCO and other international organizations, was also responsible for contacts with World Heritage managers in Russia and abroad, participated in the preparation and examination of legal acts (federal and regional levels). She participated in the preparation of the second cycle of periodic reporting by States signatories to the World Heritage Convention, reports on the state of conservation of the Russian UNESCO sites, international expert missions, preparation of the nomination dossiers of Russian monuments for inclusion into the World Heritage List (Assumption Cathedral and Monastery of the town-island of Sviyazhsk, Monuments of Ancient Pskov, etc.). At the end of2015, she headed the World Heritage and International Communication Department at Heritage Institute. In 2016-2018 the World Heritage and International Communication Department under the leadership ofN. Filatova developed strategic planning documents (management plans) for the world heritage sites "Historical center of the city ofYaroslavl", "White Monuments ofVladimir and Suzdal", "Architectural Ensemble of the Trinity Sergius Lavra in Sergiev Posad" and nomination dossiers of the sites for inclusion into the UNESCO World Heritage List - "Petroglyphs of the Lake Onega and the White Sea"," Monuments of the Arctic marine mammal hunters ofChukotka", "Testament ofKenozero" and "Monuments of Ancient Pskov".
