TERMS OF REFERENCE (TOR) Invitation for expression of interest (EOI) for partnership to implement Gender Transformative Child Protection (Girl Protect) program in Sindhuli District, Nepal. 1. Background: Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And it is the girls who are most affected. Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children.We support children’s rights from birth until they reach adulthood. And we enable children to prepare for – and respond to – crises and adversity. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for 80 years, and are now active in more than 70 countries. Plan International has been working in Nepal since 1978, helping marginalized children, their families and communities to access their rights to health, hygiene and sanitation, basic education, economic security of young people, protection and safety from disasters. Through partner NGOs, community based organizations and government agencies, Plan International Nepal reaches over 42 districts. Currently, Plan International Nepal is implementing a comprehensive project in agreement with government of Nepal entitled “Child Centered Community Development Project (CCDP-Phase II)” in 14 districts of Nepal namely Banke, Bardia, Jumla Kalikot, Dolpa, Mugu, Myagdi, Parbat, Baglung, Makawanpur, Sindhuli, Rautahat, Morang, Sunsari. The Country Strategic (2017 to 2022) of Plan International Nepal aims to uphold children’s right further and play a specific role in advancing equality for girls in particular. Plan International Nepal will work to achieve the following program objectives with gender transformative approach in both development and humanitarian settings during the next five years: • Enhance inclusive parenting to realize the developmental potential of children • Strengthen Disability Inclusive Educational Institutions for Quality Education in development and humanitarian settings • Enhance empowerment of adolescent girls and young women • Reduce gender based violence and discriminatory social norms and practices • Strengthen community resilience through gender transformative disaster risk management, climate change adaptation and water sanitation & hygiene Plan International Nepal has established its Field Office in Sindhuli district to scale up its work. With pre- consensus from District Coordination Committee (DCC) Sindhuli and concerned rural/municipalities, as well as Project Agreement with government of Nepal/Social Welfare Council, Plan International Nepal is going to implement Gender Transformative Child Protection (Girl Protect) Program focusing in almost all of Rural/Municipalities in Sindhuli district with some activities at district level. The program will be implemented focusing on children, adolescent Girls & Boys and Young women in close coordination with concerned Municipality/Rural Municipalities, District Coordination Committee, Private sectors, like minded organizations as well as concerned stakeholders at district and community level. While working targeted Municipality and Rural Municipalities, focus will be made in those areas where similar projects are not being implemented by other INGOs/donor agencies to avoid duplication. 1 2. Brief note on the proposed program/project 2.1. Program duration: July 2019 to June 2022, however subject to funds availability. 2.2. Target populations : Adolescent girls and boys, young women as well as other groups described below Group Child/Adolescent Groups/young women groups Boy’s/Men’s Groups Sponsored children/families Children with disabilities, Women with disabilities Vulnerable and survivors of protection issues Most marginalized girls , boys and families Community based child protection mechanisms Inter- religious and local leaders and its networks Child protection service providers Local government ( including province) and law enforcing agencies 2.3. Working areas of Sindhuli district: List of working Municipalities and Rural Municipalities are: 1. Kamalamai Municipality 1. Tinpatan Rural Municipality 2. Dudhauli Municipality 2. Marin Rural Municipality 3. 3. 4. Sunkoshi Rural Municipality 5. Golanjor Rural Municipality 2.4. Girl Protect: Program Goal, outcomes and outputs: Program Goal: Girls experience reduced levels of gender-based violence and discriminatory social norms and practices and grow up safely in communities free of child marriage, child trafficking and child labor. Specific outcomes expected from the project: • Gender sensitive child protection structure, mechanism and child protection services established and strengthened at all levels. • Children and young people especially girls develop and exercise skills and knowledge in preventing and protecting from child marriage/online protection • Support Municipalities to develop and implement the policy to ensure safe and protective environment in educational settings for all children especially girls, Dalits and children with disabilities. Expected Outputs 1 Gender sensitive CBCPM (community based child protection mechanism) are formed and capacitated 2 Child protection service providers are capacitated for gender and child sensitive services such as child helpline, OCMC (on step crisis management center), safe house 2 3 Local government develop policy, program plan and budget for child protection especially child marriage 4 The action plan developed to declare child marriage free community level (Municipality level) 5 Awareness on online protection and other GBV (gender based violence) issues and child marriage 6 Children and young people particularly girls are trained on gender, child protection and its mechanism, child marriage and online protection and capacitated to address child marriage 7 Parents, teachers, community leaders and religious leaders are aware trained on gender , child protection and its mechanism 8 Child protection policy of Municipality includes child protection policy for schools to ensure safe and protective environment in schools. 9 Schools teachers, SMC and students are aware on school based violence, child protection policy and reporting procedure and positive discipline 10 School level child protection policy and reporting and responding procedure is developed and implemented 2.5. Program Approach and methodology The project will promote child protection system at all levels. It will strengthen community based child protection structures and mechanisms and mobilize them for prevention, early intervention and protection of girls and young women from GBVs especially child marriage, child labour and child trafficking. System strengthening will be central to any projects related to child protection. Municipalities will be supported for developing child protection policy and action plan for ending child marriage, reducing child trafficking and child labour by integrating in local level planning process with resource allocation. Key child protection services at local level will be strengthened to make gender responsive and inclusive. The project will work with schools through education section of municipalities to ensure safe and protective environment. Media agencies will be collaborated for effective awareness and wider coverage and advocacy work. This project will work with children and girls organizations and rights holder’s organizations to aware and build their capacities so that they can claim for their rights and reduce gender based violence particularly harmful practices such as child marriage, child trafficking and child labor. This project will work with close integration with the project Girls Act especially better life option program and child clubs for raising awareness on child marriage, online protection and other protection components. Plan will conduct research and policy analysis related to GBV especially on child marriage and online protection for evidence based advocacy and to identify emerging issues and its root causes. The project will ensure gender transformative strategy and social inclusion in its implementation. Plan will advocate and collaborate with the government agencies for policies and laws changes and implementation of those policies, laws and action plans on child marriage and strengthening child protection system jointly with interagency working group (like- minded organizations)and or through networks and coalitions. These networks will also monitor and advocate for meeting the national and international commitments related to child marriage, other GBV and child protection. Plan will advocate and collaborate with the government agencies for policies and laws changes and implementation of those policies, laws and action plans on child marriage and strengthening child protection system jointly with interagency working group (like- minded organizations)and or through networks and coalitions. These networks will also monitor and advocate for meeting the national and international commitments related to child marriage, other GBV and child protection. 3.
