ADOPTION OF THE MINUTES (ADDITIONS OR DELETIONS) 3.1 Minutes of the Regular Council Meeting held July 29, 2014 July 29 Council Minutes 717/08/12/14 MOVED by Councillor Boisvert that Council approve the minutes from the regular Council meeting held July 29, 2014 with the following amendment: Page 2; Clarify the Paragraph beneath Motion 689/07/29/14 to read “Sebastien Dutrisac reported that mowing has started in St. Isidore, and chemical application and spot control have been completed in the Three Creeks and Marie Reine areas. He noted that there are 60 fence line agreements in place, and 2,600 weed inspections completed. He stated that in the Non-Forestry area, 166 courtesy letters and 26 weed notices have been sent out. In the Forestry area, 113 courtesy letters and 145 weed notices have been sent out.” CARRIED 3.2 Minutes of the Public Hearing for Bylaw B267/14 held July 29, 2014 July 29 Public Hearing Minutes Bylaw B267/14 718/08/12/14 MOVED by Councillor Boisvert that Council approve the minutes from the Public Hearing for Bylaw B267/14 held July 29, 2014 as presented. CARRIED 4. BUSINESS ARISING OUT OF THE MINUTES/UNFINISHED BUSINESS NORTHERN SUNRISE COUNTY COUNCIL AGENDA AUGUST 12, 2014 Page 2 of 9 5. PUBLIC WORKS 5.1 RFD: Reno Road (TWP 810) Overlay Ian Cosh reviewed the request for decision. Reno Road Overlay 719/08/12/14 MOVED by Councillor Tomlinson that Council approve an allocation of $480,000 from the Road Project Reserve toward the overlay of the east bound lane of Reno Road (Township Road 810) from kilometre 8.4 to kilometre 12; AND THAT Council direct Administration to secure a contractor that can execute the work this season, within the requested budget amount. CARRIED 5.2 Dust Control on Township Road 804 Deputy Reeve Dyck stated that she received a concern from a resident that lives on Township Road 804 regarding dust control. The road is being used by industrial traffic and is causing dust issues, and there is no dust control on that road. Township Road 804 Dust Issue 720/08/12/14 MOVED by Deputy Reeve Dyck that Council direct Administration to investigate the dust control issue on Township Road 804. CARRIED 5.3 Natural Water Flows on Township Road 840 Reeve Kolebaba commented that there is technology that can detect ephemeral streams, and it may be a good idea to use the technology in the construction of Township Road 840. Doing this may aid in letting water follow the natural water flows in the area. Township Road 840 721/08/12/14 MOVED by Reeve Kolebaba that Council direct Administration to investigate mapping the ephemeral streams on Township Road 840 to incorporate them into the road construction plan. CARRIED 5.4 Garbage Collection in St. Isidore Councillor Duval noted that grass clippings in the hamlet of St. Isidore were refused by staff providing residential garbage collection services. Mat Bergeron responded that grass clippings are at times too heavy for the staff to load in the garbage truck and that is why they were refused. Household Waste Management 722/08/12/14 MOVED by Councillor Duval that Council direct Administration to include information regarding household waste management in the next County newsletter. CARRIED 5.5 Signage at the Nampa Civic Centre Nampa Civic Centre Signage 723/08/12/14 MOVED by Deputy Reeve Dyck that Council direct Administration to work with the Nampa & District Historical Society, and the Village of Nampa to design and install signage at the Nampa Civic Centre. CARRIED 6. ENGINEERING, PLANNING & DEVELOPMENT 6.1 2014 Development Permits List Update, August 7, 2014 2014 Development Permits List Update 724/08/12/14 MOVED by Councillor Tomlinson that Council approve the 2014 Development Permits List updated on August 7, 2014 as presented.
