Glossary of abbreviations ................................................................................. 71 LSSIP Year 2019 Latvia - Level 1 Released Issue Executive Summary National ATM Context Member State of: National ATM Context Local air traffic flow management solutions developed by the LGS together with the main airspace users contributed significantly to the reduction of airport Terminal delays in comparison to the 2018. Although, on average the capacity targets have been achieved during past years, new focused solutions are more effective and time saving from airspace user perspective, considering continuing increase in air traffic in comparison to 2018 (3.27%). In order to ensure continuous high quality air traffic services, in 2019 LGS continued training of the new ATCOs. Based on the Airport Council International data, the largest air hub in the Baltics airport “Riga” International Airport continued to see the increase in aircraft movements (4.2%) and passengers, resulting as the fifth fastest growing airport in the 3rd quarter of 2019 in Europe in the group of airports serving 7 to 15 million passengers per year. In addition, this increase was performed with one of the highest punctuality rate for the airports of 88.71%. A significant evolution in 2019 was the establishment of Military Aviation Administration. Sharing of the experience and best practice between the CAA of Latvia and the MAA of Latvia is ongoing for staff training and oversight purposes. Recognizing the many challenges for safe integration of remotely piloted aircraft systems (RPAS) into daily airspace operations, CAA of Latvia with the support of EUROCONTROL performed a unique Riga airport CTR assessment in 2019. The assessment involved many governmental and non-governmental institutions, aviation and non-aviation stakeholders. The results of the assessment provide foundation for further steps to be taken to ensure safe RPAS integration into airspace, especially considering IR 2019/947 requirements for establishing designated various types of RPAS operating or RPAS prohibiting airspace volumes. As a noteworthy achievement is systematic and regular FAB-wide safety data exchange, aimed at systematic safety data sharing, processing and disseminating between FAB partners. Number of national projects: 6 Number of FAB projects: 3 Number of multinational projects: 1 Summary of 2019 developments: Majority of the objectives have been successfully implemented or are still undergoing implementation. Number of objectives which are not applicable has significantly increased in comparison to the 2018 data for objective applicability in Latvia, and 2 new objectives COM11.2 and AOP16 have defined implementation plans. 3 out of 4 late objectives – ATC07.1, ATC17 and ITY-AGDL - are planned to be completed by the end of 2020, while ITY-ACID is planned for completion by the end of 2021. LSSIP Year 2019 Latvia - Level 1 2 Released Issue Progress per SESAR Phase The figure below shows the progress made so far in the implementation of the SESAR baseline (Pre-SESAR and SESAR1 non-PCP) and the PCP elements. It shows the average implementation progress for all objectives grouped by SESAR Phases, excluding those for which Latvia is outside the applicability area as defined on a yearly basis in the European ATM Master Plan (Level 3) 2019, i.e. disregarding the declared “NOT APPLICABLE” LSSIP progress status. The SESAR 1 (non-PCP) progress in the graphics below for Latvia is based on the following objectives: AOP15 – Safety nets for vehicle drivers; AOP16 – Guidance assistance through airfield ground lighting; AOP18 – runway status lights; ATC02.9 – STCA for TMAs; COM11.2 – VoIP in Airport/Terminal.
