Horwitz: “On March 7, 2020, Governor Cuomo issued Executive Order 202 declaring a State of Emergency in response to the COVID-19 outbreak. On March 13, 2020, Governor Cuomo issued Executive Order 202.1, which included a suspension of law allowing the attendance at meetings telephonically or other similar service. Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceedings and that such meetings are recorded and later transcribed. In accordance with the Executive Order, this committee meeting is being held via videoconference with a live stream found at the CUNY Board of Trustees' website. REPORT FROM THE EXECUTIVE VICE CHANCELLOR AND UNIVERSITY PROVOST Executive Vice Chancellor and University Provost (EVC&UP) José Luis Cruz stated, “Good afternoon. During my report today, I will provide an update on policy and research related matters. I’ll start with policy. CUNY’s Policy for Credit for Prior Learning (CPL) was approved by the Board of Trustees in June 2020. In Fall 2020, a University-wide Implementation Committee was charged with developing the tools, guidelines, standards, and resources for college-level implementation of three methods of prior learning assessment: standardized exams, non-collegiate credit evaluation, and portfolio assessment. The committee is currently engaging colleges in preparatory work to determine course equivalencies and configure CUNYfirst to accept and transfer credits for prior learning, while also developing recommendations for rigorous academic standards and consistent business processes. The committee has also enlisted a national expert, Nan Travers of SUNY Empire State College, for broad consulting support and professional development for faculty, whose expertise in curricular governance and the operational components of CPL policies will be a crucial factor in successful implementation. The 12-18 month implementation timeline that was approved by the Board will be rolled out incrementally as programs are built and tailored for each college based on their academic programs. This work will provide the foundation for delivering upon the policy’s promise of more equitable access to academic credit for college-level learning acquired outside the traditional classroom. I will now provide an update on a research matter. I am pleased to announce that timely research seed funds were invested across CUNY, through the 2021 Interdisciplinary Research Grant program. Out of 63 submissions, 21 research projects in the areas of COVID-19 and climate change were selected to receive seed funds, in amounts ranging from over $15,000 up to $40,000. The 21 funded research projects include 59 faculty members across 15 CUNY institutions. The majority of these projects support training of our next generation of scholars, providing support and training to 75 undergraduate and 12 graduate student researchers. Seed funds were invested in 8 climate projects and 13 COVID-19 projects. For example, Yehuda Klein (Economics, Brooklyn College) and James Biles (Sociology, City College) will use Systems Modeling, Optimization and Geovisualization Tools to Inform Community Planning and Policymaking in Response to Climate Change. Another project, led by Yoko Nomura (Psychology, Queens College), Chialing Tsai (Computational Sciences, Queens College) and A. Duke Shereen (Neuroscience, ASRC), will study the psychological consequences of the COVID- 19 pandemic, focusing on financial inequality. Two-thirds of the projects that we’re funding involve cross-campus teams, including collaborations across community colleges, senior colleges, and the ASRC. All are interdisciplinary, including a range of disciplines, from science and engineering, to economics and art.
