Minutes of the Meeting of PERTON PARISH COUNCIL held at the Perton Civic Centre on Monday 10th November 2014 @ 7:00pm Present C Evans [Chairman] R Moreton [Vice Chairman] Mrs CM Young Mrs P Allen Mrs PN Pitt Mrs AM James AA Bourke AK James NP Caine AR Law Parish Clerk - Tony Tappenden PCSO Sian Fryer & Police Special Jorja Whittingham Wayne Coombe – Staffs County Council Hayden Baugh-Jones – South Staffs Council Members of the Public present: 7 NB: Clerks Comment - In order to avoid undue delay to our invited guests, agenda item 99/15 was followed by item 101/15a which was in turn followed by items 102/15a, b and c. Item 100/15 was then completed followed by items 101/15b and 102/15d which returned the agenda to its original running order. For clarity of reading and continuity the minutes are presented in line with the original agenda order. 94/15 APOLOGIES Apologies were received and accepted from Cllrs Mrs R Heseltine, Mrs L Turner, B Morris, D Fereday and P Adams. The Chairman announced that he had received communication from Cllr Brian Morris announcing his resignation from the Council with immediate effect due to ill health. The Chairman said he has accepted this resignation with regret and he read allowed the comments from Cllr Morris and the Members were unanimous in praise of his efforts over a significant period of time that was clearly very difficult for him personally. RESOLVED that the Clerk will write to Cllr Morris and offer the Councils sincerely good wishes for the future and invite him to attend, if able, the post December meeting for a Christmas drink and a small presentation of the PPC ‘coat of arms’. 95/15 PUBLIC OPEN SESSION a) Mr D Glynn gave a brief overview of the local Neighbourhood Watch Scheme stating that whilst the Police are doing their best for Perton the more people that participate in the scheme the better it will be for all of us. He also added that SmartWater is still available at preferential terms compared to dealing direct with the manufacturer. Cllr Mrs P Allen said that Perton Parish Council could produce a poster for display in its notice boards and give additional publicity to the scheme through the local free ad magazines and D Glynn said this was a good idea and was happy for his phone contact details to be used and offered help and support for new coordinators that wish to set up their own groups. Mrs J Law commented about other schemes aside from SmartWater and a brief discussion followed on this point and Cllr Mrs CM Young asked, in respect to 1 SmartWater, whether it can be used to mark rings and other types of jewelry. D. Glenn responded saying that SmartWater is ideal for this purpose and application is with a small brush similar to using lip gloss and once dry is thought to last around 100 years, he recommended that for best adhesion SmartWater should be applied to grooves and crevices and such like. RESOLVED that Perton Parish Council will produce and display around local notice boards a poster inviting people to check out the Neighbourhood Watch Scheme and this item will also be included in our monthly advertisements through the free ad mags. Mr Glynn also said he was aware of another dog attack at Perton which was perpetrated by a Bulldog and he said these animals should be controlled and muzzled. Cllr A Law said that as far as he is aware Bulldogs are not on the dangerous dogs list and therefore owners cannot be compelled to muzzle these dogs. Cllr Mrs P Allen said thank you to Perton Parish Council for the concession hire rate utilised on Friday 7th November for the Church Concert. She said it had been better than expected and attended by 170 people and raised in the region of £800 for the Charity, and the Church At Perton are very pleased with the outcome. The Chairman agreed it was a very good and very successful night. 96/15 POLICE MATTERS a) Police Report The report was distributed at the start of the meeting by the Clerk. PCSO Sian Fryer provided a brief overview of the key points. Perton Parish Council Report For September 2014 Dates of report 10th October - 10th November 2014 Crime Figure for this month Theft from Motor Vehicle 1 Burglary Dwelling and attempt 8 Criminal Damage 1 ASB 1 Other crimes – details below 1 Theft from Motor Vehicle Fishing equipment taken from van , forensics attended /house 2 house carried out and alam for van has been given to informant/NO CCTV Burglary Dwelling – Buttermere –entry through open rear window /Asian jewellery taken/ NO CCTV / various forensics recovered / smart water and crime prevention given out Gainsborough- entered through insecure rear window/ forensics recovered footprints/ jewellery taken 2 Lingfield – forced rear window entry , few possessions taken /x2 swabs taken for DNA , footprints recovered . ATTEMPT BURGLARY Anson Close – forced rear entry /NOTHING TAKEN /forensics lifted footprinrs Reynolds – tried to get in rear , no entry gained , nothing taken , alarm activated Goodrich – attempt to garage / nothing taken / NO CCTV / ALARM HAVE BEEN GIVEN OUT Goodrich – gained rear entry left open / phone taken / footprints lifted by forensics/ ALARM HAS BEEN HANDED OUT Goodrich – garage left open / DYSON hoover taken but later found And handed back to owner/ ALARM HAS BEEN GIVEN OUT ALL THESE AREAS ARE BEING KEPT IN VIEW VERY CLOSELY Criminal damage- Peron Golf club – cladding sheet removed to gain entry – finger prints recovered / chainsaw taken but has been later found and returned NO CCTV ASB- Anders Square Holloween evening – ongoing enquires at present / Dispersal was issued on evening due to ASB Other crimes – details below Suspicious male questioned girl outside school/ enquires ongoing / working with local schools etc To make you aware there is a Twitter Account for Perton / Pattingham Police covering local issues.The name of the account is @Pertonpolice so please follow us. Cllr Mrs P Allen said that in respect to Halloween she understood that the 101 number had been very busy with reports and asked how the Police first became aware of the problems. PCSO Sian Fryer said there were only a few calls but she was in the area with two PC’s and as they approached they started to hear of issues and somebody told them that a young person was being beaten up. They did not see this themselves but they did witness lots of anti-social behavour. Cllr Mrs A James said the whole thing was horrendous and frightening and she said it was very similar to a hostile football crowd but confirmed there was no incident inside the Wrottesley Arms but there was lots going on outside and she asked if the cameras got any usable information. She added that there was a large number of Pendeford kids carrying metal bars and wearing ski masks. The PCSO said that she had not seen anything by way of CCTV but the enquiries are ongoing and one youth of about 17-18 years of age is helping with their enquiries. Cllr AA Bourke queried the CCTV pictures and asked if they had not been helpful at all and the PCSO said that she had been told there was not much useful information but she had not seen any of the footage herself. Cllr AA Bourke also remarked on the high level of burglaries shown on the report and asked why this was. The PCSO responded saying that whilst they had some information, most of this was well after the events and therefore not so useful but she said they had recovered footprints and lots of forensic evidence. Cllr Mrs P Pitt noted that in the area of Goodrich Avenue alarms had been given out and Sian said these were on hand at the time and people need to ensure that they make their sheds and garages secure particular with Christmas coming. Cllr A Law remarked that going back to the Halloween incidents residents had been very pleased at the robust approach adopted by the Police who are deserving of praise, he said this was particular so for PCSO Sian Fryer, who was in the thick of it. He said it was frustrating work getting people to ring 101 and said it is important for people to understand the value of calling in suspicious activity and the Police are happy to receive this and they then can decide on the appropriate course of action. 3 Cllrs RE Moreton, Mrs CM Young and NP Caine, said that they had recently been at the Police Accountability Forum where the 101 service had received a lot of criticism and it was advised that if in any doubt 999 should be used. The Police session closed and the PSCO and Police ‘Special’ left the meeting at 7.25pm. 97/15 DECLARATION OF DISCLOSABLE PECUNIARY AND OTHER INTERESTS Cllr Mrs P Allen declared personal and prejudicial interest in cheque 104664 paid to D P Allen. Cllr AK James declared personal and prejudicial interest in cheque 104666 paid to Down to Earth Grounds Maintenance Ltd. 98/15 MINUTES a) MINUTES OF THE PARISH COUNCIL MEETING HELD ON 13th OCTOBER, 2014 The Chairman pointed out there was a minor typo on page six noting that bus route number 501 should read 510. The minutes were modified accordingly and it was RESOLVED that the minutes of the Parish Council Meeting held on 13th October 2014 be confirmed as a true record and the Chairman of the Council duly signed them.
