Uses of CBMS on Local Planning and Revenue Allocation in CANDON CITY, ILOCOS SUR Geographic Profile THE City of Candon is a “C”-shaped landmass located along the shores of Ilocos Sur measuring of 10,328 hectares of land area 42 barangays – 4 urban and 38 rural Geographic Profile LAOAG It is situated south of CITY Laoag City (132 kms.) North of the City of San Fernando, La Union (72 kms.) CANDON CITY Baguio (100 kms.) SAN FERNANDO CITY BAGUIO CITY Geographic Profile CANDON CITY CANDON CITY TO MANILA (347 kms) MANILA Geographic Profile As a coastal city in the Ilocos Region (Region I), it has great potentials to become a sub-regional growth center in complement with the regional growth hub of San Fernando City, La Union. Geographic Profile It has become also the center for trade in Southern Ilocos as it serves about 15 nearby towns in the provinces of Ilocos Sur, La Union and Abra Geographic Profile due to the fact that a 12 kms. stretch of the National Highway traverses the city and it is the only entry point towards the eastern upland towns of the 2nd District of Ilocos Sur Geographic Profile Comprising of mountains and hills in the east a bountiful farmland plains in the center a 16-kilometers shoreline the City of Candon has diverse natural resources and a solid agriculture-based economy. Data base for Planning was the Minimum Basic Needs Survey Results updated every 4 years (Manual) Secondary Data from different LGU Department are not regularly updated Data from National Government Agencies could hardly be obtained Who Introduced CBMS? DILG Officer presented to the LCE, Punong Barangays and the Planning Office MOA signing between the City of Candon and BLGD Dir. Manuel Gotis CBMS Project 2006 2 staff (MIS and CSWDO) attended the orientation workshop on CBMS conducted by BLDG and DILG Regional Office. DILG Officer, City Social Welfare and Development Officer and City Planning and Development Coordinator conducted orientation to all Punong Barangays. Punong Barangays were asked to organized a team to conduct Household Survey (Barangay Secretary, Day Care Worker and Barangay Health Workers) CBMS Project 2006 A separate orientation was conducted to the Survey Team to familiarize them with the details of the Survey Form. After the conduct of Household Survey Barangay Secretaries who have computer were trained how to encode. The City Government hired contractual employees to do the encoding of data. Digitizing was conducted by the MIS of the City Planning Office. Benefits/Uses of the CBMS A good data base for planning not only in the Barangay but in the City as well. Through CBMS the barangay can easily identify who and where the poor/indigent are. Household without the basic facilities like toilet, water system, electricity can be easily identified. Benefits/Uses of the CBMS Household with substandard housing facilities can be identified and located. Children who are not in school by age bracket can be identified and located. Allocation and resources is rationalized and judiciously allocated.
