LAMPETER TOWN COUNCIL MINUTES OF THE MONTHLY MEETING OF 25.07.2013 AT 7.30PM WHICH WAS HELD AT THE CHURCH HALL LAMPETER PRAYERS Members were invited to participate in prayer before the start of the meeting. Cllr Andrew Carter led members in prayer. 1. CHAIRPERSON’S WELCOME & PERSONAL MATTERS The Chairman, Cllr. Mayor Dorothy Williams extended a warm welcome to all present. It was reported that County Cllr. Ifor Williams and Mr Gwynfor Lewis were victims of a bicycle/car accident, the previous day, when cycling on the Cwmann road. Members were pleased to hear that both were recovering, without significant injuries. 2. PRESENT: Councillors: Cllr Dorothy Williams (Chairperson); Deputy-Mayor Cllr Elsie Dafis; Cllr Andrew Carter; Cllr John Davies; Cllr Greg Evans; Town & County Cllr Hag Harris; Cllr Kistiah Ramaya; Cllr David Smith; Cllr Chris Thomas & Cllr Selwyn Walters. Cllr John Adams-Lewis, Chairman of Ceredigion County Council PCSO Ryan Jones had been present for 15 minutes before the meeting APOLOGIES for absence were received from Cllr Ann Morgan, Cllr Rob Phillips & Cllr Derek Wilson. 3 DISCLOSURE OF PERSONAL & PREJUDICIAL INTEREST None declared. 4. CONFIRMATION OF THE MINUTES of the meeting of the 27 June 2013 These were agreed to be a correct record and were signed by the Chair apart from Minute 12.4, which should read, “Cllr Dave Smith had recently attended a presentation titled, “From Sea and Source” as organised by the Teifi Valley Tourist Association” and not ……as organised by the Teifi Valley Tourist Information Centre. 5. POLICE MATTERS The following matters had been discussed. 1. Dog Fouling and the regulations which are in place concerning for example walking dogs on the Maesyderi Field. PCSO Ryan Jones will assign further attention to the rules appertaining to Bye-Laws and report to the Town Council. Cllr Harris also agreed to find out more information. 2. Damaged Alcohol Exclusion Zone Sign, Parc-yr-Orsedd: it has not been established who is the provider of the replacement sign, be it the Police or the County Council. The matter has previously been reported to the County Council. Awaiting a reply. 3. The Police survey the Harford Square on a regular basis and have reminded 12 individuals, who consume alcohol at this location, of its status as an Alcohol Free Zone. 6. MATTERS ARISING 6.1 Cwmins Car-Park: Awaiting a reply from Mrs Sarah Hughes, Legal Dept, Ceredigion County Council. 6.2 Balchder Pentrefi Parc-y-Felin Project (New Fence): An Official Opening had taken place on Saturday 6 July at 10am and had been co-ordinated by Cllr Elsie Dafis. The event had been a success. 6.3 New Notice Board: The notice-board has been removed from its position outside the Town Library and is currently undergoing repair by Mr Kevin 1 Jones. There could be additional work to which was referred to, in the job specification and quotation. 6.4 Town Council’s Standing Orders: No Developments. 6.5 Lampeter Food Festival: Lampeter Town Council will have a presence at the Food Festival, on Saturday 27th July on the College Grounds. The aim of the stall will be to promote local tourism. 6.6 Town Council’s Website: RESOLVED to defer the discussion in relation to updating the information currently held on the website, until the next meeting. 6.7 Site Meeting with Mr Gerwyn Jones & Mr Steve Williams Ceredigion County Council on the 2nd July. A delegation of the Town Council had met Mr Jones & Mr Williams viz, Mayor Cllr Dorothy Williams, Cllr Kistiah Ramaya, Cllr Chris Thomas, Cllr Dave Smith, Eleri Thomas (Clerk) and County Cllr Ivor Williams. SUMMARY AND CONFIRMATION OF WHAT HAD BEEN DISCUSSED 1. The cast iron bin on Peterwell Terrace, near the benches and trees by the car park, will be relocated to outside the Old Post Office on College Street. 2. The cast iron bins will be repainted in black with silver trim to complement other street furniture in the Town. 3. Two bollards will be located at the end of the pedestrian zone linking Market Street and College Street to prevent vehicular access. 4. An application will be made to locate bollards and barriers as outlined during the meeting 1. Outside the Football Club on Drovers’ Road. 2. On College Street. The intention will be to protect the users of the pavement and the infrastructure itself from damage caused by parking and traversing vehicles. 6.8 Street Lights Ceredigion County Council: communication received from CCC asked for further details regarding the hanging baskets, to be secured onto the lamp-posts at North Road. During the meeting of 17 January 2103 with Mr Garrod CCC, it was agreed to source a suitable basket for approval and which would not damage the aluminium columns. Cllr Ramaya had consulted with Mr Robert Jones, Lampeter Chamber of Trade, earlier this year concerning this matter and information regarding the serial numbers of the lamp-posts on which the baskets would be secured had been sent to the County Council in March 2013 viz C7 105-3053; C7 105-3054; C7 105-3055; C7 105-3056. Mr Robert Jones had been contacted and he stated that he would endeavour to find compatible baskets by the summer of 2014. This information would be relayed to the County Council. 6.9 Marking the Centenary: start of WW1: Cllr Walters mentioned a Civic Procession of the 10 August 2014 and the digitising of everything possible in relation to the First World War. It was RESOLVED to establish the cost of the flagpoles and to trim the trees of the War Memorial by next meeting. 6.10 Trip to Cardiff Bay: the trip will take place on a Tuesday or Wednesday in September. 6.11 Cerddwn Ymlaen: some councillors had met Rhys Meirion and his friends as they walked through Lampeter on Monday 7th July 2013 as part of their Cerddwn Ymlaen venture in aid of the Air Ambulance Wales. 7. CORRESPONDENCE 7.1 Correspondence via TC’s website: 7.1.1 The Lampeter Show now has a website www.lampetersioe.co.uk or www.sioellambed.co.uk 2 7.1.2 The Travelling Community had parked 5 caravans on the Rookery Car-park at the beginning of July. An Officer of Ceredigion County Council had informed the travellers that the Off Street Parking Restrictions are enforceable and an amicable and acceptable resolution had been reached. 7.1.3 Beeroutex Tours: asking for advice re a suitable drop-off point for a coach and to park the vehicle for 4 hours. 7.1.4 West Coast Meats: wishing to trade by the Sainsbury’s Car-Park. The request has been referred to Ceredigion County Council. 7.2 Marie Curie Cancer Care Leaflets: it had been asked whether it would be possible to display the leaflets on the stall of the Lampeter Food Festival. It was RESOLVED not to display the leaflets as doing so would mean that it would be incumbent to display literature appertaining to other charities. The aim of the stall will be to promote local tourism. 7.3 One Voice Wales Area Meeting: Wednesday 31 July at 7.00pm: The Mayor and Deputy-Mayor will be attending the meeting. 7.4 Temporary Road Closure: St Thomas Street, Lampeter 25.07.2013 4pm to Midnight: Electricity Cabling Work. Reason: To ensure public safety. 7.5 Cantref AGM: Thursday 18 July 2013 at 6.30pm, Park Lodge Hotel, Aberystwyth. Cllr Andrew Carter had represented the Town Council at this meeting and provided feedback. Information regarding this organisation can be downloaded from their website. 7.6 Leaflet: Children’s Integrated Services in Lampeter: Cllr Dafis to forward an update to Cathryn Morgan. 7.7 Other correspondence: for information only. 8. PLANNING MATTERS 8.1 Planning Application: A130525AV: Proposal: Display of signage, 9 Lloyds TSB Bank Plc, High Street, Lampeter. Town Council’s Comments: No Objections. 8.2 Planning Application: A130536/537AV: Retention of an Automated Teller Machine, Spar Stores, 11 Harford Squre, Lampeter. Town Council’s Comments: No Objections. 8.3 Planning Decision: Planning Application: A130374: Approval of Reserved Matters: Building a dwelling, Plot adjacent to Pennant, Falcondale Drive, Lampeter. Date of application 8.05.2013. PERMISSION HAS BEEN GRANTED on the condition that building will begin, “before the expiration of two years from the date of this approval, or before the expiration of five years from the date of the outline planning permission, whichever one is longer.” 8.4 PLANNING PROCEDURE GUIDANCE NOTE CONSULTATION: Ceredigion County Council continually seeks to improve the Development Management Service for its customers, including the speed of decision making. Different types and scale of proposed developments will require different levels of information and supporting documentation to be submitted at the same time as the application itself. The submission of some of this information is already a mandatory requirement and this is set out in the, “National Requirements Checklist”. Failure to submit such information can result in the application being returned to the applicant undetermined as it is deemed to be invalid and they are incapable of being determined in its current form. It is also good practice for Councils to also prepare a, “Local Requirements Checklist” setting out additional information that the authority require to determine an application. This consultation process sets out a draft 3 list of such requirements and is based on current local planning policies contained within the Adopted Local Development Plan. The combined use of the national and local list will afford both authority and applicant more certainty of the type of information required at the outset and help to ensure that the information request is proportional to the type and scale of application being made.
