Adjourn………………………………………………..………………..Chairman Phillip Horne OPEN MINUTES April 25, 2019 University of North Carolina School of the Arts Hanes Student Commons, Room 301 Winston-Salem, North Carolina TRUSTEES PRESENT Phillip Horne (Chair), Erna Womble, Michael Tiemann, Mark Land TRUSTEES ABSENT Ralph, Womble, Skip Dunn, Susi Hamilton COMMITTEE STAFF PRESENT Karen Beres, Ward Caldwell, Deb Carley, Andrea Clemmer, David English, David Harrison, Steve Martin, Elizabeth White ____________________________________________________________________________ CONVENE MEETING AND CONFIRM QUORUM Phillip Horne convened the April 25, 2019 Personnel Committee Meeting at 4:00 p.m. A quorum was confirmed. REVIEW AND ACCEPTANCE OF MINUTES Phillip Horne asked the committee members to review the minutes from the December 6, 2018 meeting. A motion was made by Michael Tiemann to accept the minutes, the motion was seconded by Mark Land. Phillip Horne introduced Deb Carley as Interim HR Director. NEPOTISM REPORT Deb Carley presented the annual Nepotism Report. In accordance with policy #608, Nepotism is reported on annually during the April Board of Trustees meeting. During the 2018-2019 school year, there were no hires or realignment of supervision that raised any concerns of nepotism for the UNCSA campus. Prospective employees must answer a question on the job application regarding family ties to current employees so that HR is aware of any potential nepotism concerns. REVISIONS TO POLICY 610 – EXTERNAL PROFESSIONAL ACTIVITIES FOR PAY POLICY The board members received copies of the proposed revisions to Policy 610: External Professional Activities for Pay Policy. The UNC System Office has mandated two revisions. a. Primacy of Duties: This revision limits the amount of time that may be spent on External Activities for Pay during an appointment. As background information, David Harrison presented that this policy began as a way to address consulting work done externally, though UNCSA has never fit well with this policy since much of the consulting work done by UNCSA staff does not fit traditional standards. The revision clarifies that activities must not exceed the equivalent of 20% of the employee’s contracted time. Discussion from the board centered on how this time should be measured since UNCSA employees may not fall into a standard 8 to 5 work schedule. Given the sometimes unique working hours for UNCSA employees, the 20% can be interpreted as up to a day of time per week. Employees should understand that the referenced 20% is a representation of time not compensation. Compensation for external activities may exceed the employee’s usual salary. All external activities for pay must be approved to ensure there is no conflict of commitment for the employee and that the external activity does not interfere with the interests of UNCSA. b. Exceptions to 610: Defines the types of activities that would be considered secondary university responsibilities and would not require a notice of intent to engage in external professional activities for pay. These include service on advisory committees, review panels or speaking activities conducted for Federal, State or Local government agencies and other institutions of higher education where the employee may receive honorarium for service. Phillip Horne noted that acceptance of these revisions requires full board approval and called for a motion to approve the revisions. Michael Tiemann made a motion to approved the revisions, Mark Land seconded the motion, all board members voted in favor, and the motion carried. MANAGEMENT FLEX REPORT Deb Carley presented the Management Flex Report for the 2017-2018 fiscal year. The Management Flex Report indicates compliance with the UNC System Office with regard to appropriate salary ranges for administrators, conferral of tenure and analysis of equity issues. UNCSA is in compliance with UNC System Office standards. CLOSING REMARKS Phillip Horne concluded Open Session and called for a motion to move to closed session. Mark Land moved to go into Closed Session, Michael Tiemann seconded the motion. MEETING OF THE BOARD OF TRUSTEES Personnel Committee Thursday, September 26, 2019 11:00 AM AGENDA ITEM Brief Introduction of New Director of Human Resources…………………Angela Mahoney Summary: Angela Mahoney was hired on June 1, 2019 as the Director of Human Resources. Angela is a certified Human Resources professional with 21 years of experience with the State of North Carolina which consist of working at Guilford County Schools and 3 universities within the UNC System (North Carolina Agricultural and Technical State University, University of North Carolina at Greensboro and Winston-Salem State University). Angela has a Master’s Degree in Human Resources and a Bachelor’s Degree in Business Administration with a concentration in Management, a Post Baccalaureate Certificate in Peace and Conflict Studies and is currently pursuing a Doctoral Degree in Educational Leadership with a concentration in Administrative Leadership. Goals for the upcoming year consist of: Build and Maintain Relationships Collaborate with Faculty and Staff Council on various initiatives. Collaborate with various stakeholders/organizations on and off campus. Develop a successful Onboarding Program. Learning and Development We will develop training courses and partner with individuals to offer various training courses to employees, supervisors and managers. Additionally, we will offer Employee Track courses to enhance employee development professionally and personally. The Supervisor Track Training will build on the basic supervisory skills and include technical and soft skills training along with the required Equal Employment Opportunity and Diversity Fundamentals and will offer a Level One Certification. Provide Support and Leadership to the Human Resources Team Create a professional, productive and inclusive work environment in which the Human Resources Team members feel supported, empowered and proficient in their roles.
