Final Design 1. This URP covers CBSW3, CBSW4, CBSW5, and CBSW6, and the final design for the packages was completed/approved in May 2017. It will affect Shangdianzi Village, Hekou Street, Baishan City. CBSW3 includes the earthwork balance of the new WTP; road square and greening; wall gate; retaining wall; concrete well; pipe ditch; heating supply of overall plan; technology of overall plan; lighting, meter engineering and auto-control; civil works of comprehensive building, heating, ventilation, water supply and drainage, light current, lighting, lighting protection, ground connection; civil works of boiler room, heating, water supply and drainage, electrical, lighting, lighting protection, ground connection; civil works of safeguard, heating, water supply and drainage, lighting, ground connection; civil works of machinery repair building, heating, water supply and drainage, lighting, lighting-protection, ground connection; road and roadbed protection outside the WTP; civil works and installation of drainage pipelines outside the WTP. CBSW4 includes the civil works of heating, water supply and drainage, electrical, lighting, lighting protection, ground connection, instrument and auto-control installation works between the water dispensing pharmacy room, purification room, clean water tank, recovery water tank, chlorination room, sludge discharge tank, and sludge concentration and dehydration room. 1 B. Need for Updating RP Prepared in 2014 2. The RP of May 2014 for CBSW3 and CBSW4 (WTP and Entry Road), CBSW5 (Main Distribution Pipeline) and CBSW6 (Branch Distribution Pipeline) of Baishan City Water Supply Project needs to be updated due to (i) change in WTP location;1 (ii) new surveys carried out as the earlier surveys were 5 years ago; (iii) an upward revision of compensation standards, based on current rates, and thereby ensuring that the compensation standards or entitlements are not lowered from the May 2014 RP; and (iv) revisiting consultations with affected persons and village, and updated socioeconomic surveys of affected persons. C. Scope of Land Acquisition and House Demolition Impacts 3. Following completion of final design, detailed measurement survey (DMS) was carried out from May 2017 to October 2018 for CBSW3 and CBSW4 (WTP and Entry Road), CBSW5 (Main Distribution Pipeline) and CBSW6 (Branch Distribution Pipeline) of the Baishan Water Supply Project. The following tables present the changes based on the DMS. As presented in Table 2 below, there is an increase in the total number of affected households and affected persons by forestry land acquisition, and slight decrease in the area of forestry land acquisition for CBSW3 and CBSW4 (WTP and Entry Road). The changes are mainly due to the WTP site change during the final design than the feasibility study.2 Up to March 2019, there has been no land acquisition involved. The Jilin Provincial Forestry and Grassland Administration approved the use of forestry land for the water supply project in Baishan City on 27 February 2018, and the construction land use was approved on 18 March 2019 (see Attachment 1). Attachment 2 is the approval document of Jilin Provincial Forestry and Grassland Administration Forestry Department.
