The Yunnan Sustainable Road Maintenance (Sector) Project (the Project) is located in Yunnan Province in the People’s Republic of China. The Yunnan Department of Transport (YPDOT) is the executing agency and the Yunnan Highway Administration Bureau (YHAB) the implementing agency. The latter manages non-tolled national highways, provincial roads and important county roads in the province. Condition of the network has been deteriorating resulting in a reduced level of service and safety, increased transport costs and environmental degradation. 2. The Project includes four outputs: maintenance of 866.8 km of national, provincial and county roads (Output 1); pilot of performance-based maintenance contracts (Output 2); development of a road asset management system (Output 3); and institutional development to enhance the performance and sustainability of YHAB road maintenance (Output 4). Maintenance activities will be implemented over five years in four Phases. 3. The Project was estimated to cost CNY 783.5283 million. The ADB loan will finance 68.7% or USD 80 million of the total project costs. YHAB’s Counterpart funds will be CNY 24544.83 or account for 31.3% of total investment. 4. The project management office of G211 line, the constructors and construction supervision companies performed their respective duties in accordance with the EMP. During implementation, environmental mitigation measures were carried out to reduce the impacts of construction on the surrounding environment and people’s health to the minimum as possible. They had minimized the pollution and improved local public transport. 1 I. Description of the Component 1. S211(Songming-Yuxi line) is the important economic links from Xundian county to Songming County, Yiliang County in Kunming city, finally to Yuxi City. The ADB funded pavement restoration component mainly involves repairing the road pavement damage and subgrade gap, safety facilities and collapse, and restoring the original function of road. 2.
