Secretary REQUIREMENT LEGAL PROVISION Owing to the sensitivities peculiar to Peshawar Cantt, the President Section 42 of the Cantt Board Peshawar directed that Board meetings of Cantonment Cantonments Act, 1924 Board Peshawar may not be made open to public. CEO PCB 3 ACCOUNTS BRANCH ITEM 1 MONTHLY ACCOUNTS Requirement To note the monthly statement of accounts of Cantonment Fund along with statement of arrears of revenue for the month of October, 2019. RESOLUTION Noted ITEM 2 I) FILING AND CONDUCTING OF CPLAs AGAINST THE JUDGMENT DATED 03-9-2019 PASSED IN WRIT PETITIONS NO. 2146/2019 AND NO. 2147/2019 CEO PCB 4 TITLED AS GOVT/ MEO VS ABDUL WAKEEL ETC AND GOVT / MEO VS MUHAMMAD ESSAR ETC WAKEEL ETC AND GOVT . MEO VS MUHAMMAD ESSAR ETC BEFORE THE SUPREME COURT OF PAKISTAN, PESHAWAR II) CPLA NO. 213-P/2010 AITISAM – UL – MULK VS CHITRAL SCOUTS AND OTHERS. Requirement To consider grant of loan amounting to Rs. 96,000/- (in cash) for filling subject appeals before the Supreme Court of Pakistan, Islamabad as requested by the MEO, Peshawar vide letter No. PESH/L-E/2007-08/Psc dated 12-11-2019. The said amount / loan will be refunded reimbursed after approval from the Competent Financial Authority. Authority Ministry of Defence, Govt: of Pakistan vide letter No. 3/36/LE&H/ML&C/09/Loan/ 2/11/D-12/16, dated 11-02-2016 and ML&C Deptt: letters No. 3/30/LE&H/ML&C/ 2000/Atd, dated 08-12-2016 & No. 14/44/LE&H/ML&C/ 2003/Gen, dated 07-03-2003 the Competent Authority (i.e. DG ML&C) directed that the Cantt Boards/CEOs will honor the MEOs’ request for loan in such cases as a first priority without delay to avoid financial loss to the State. Budget Provision Budget Provision exists in Head N-4 of the Sanctioned Budget Estimates 2019-20. Points to be considered Whether grant of loan to MEO, Peshawar be approved or otherwise. The case is put up for consideration of the Board. RESOLUTION The Board considered and approved the grant of loan amounting to Rs. 96,000/- (in cash) to MEO Peshawar for filling subject appeals before the Supreme Court of Pakistan, Islamabad as requested vide MEO Psc letter dated 12-11-2019. GENERAL BRANCH ITEM 3 SCHOOL FEE CONCESSION / EXEMPTION TO DESERVING STUDENTS Reference: Recommendations of Principal, CPHS & College Khadim Hussain Road Peshawar Cantt Requirement To consider recommendations of the Principal, Cantt Public High School & College Khadim Hussain Road Peshawar Cantt regarding grant of concession/exemption/relaxation in CEO PCB 5 monthly fee of students of different classes who are found default in payment of their monthly school fee, however, their academic performance are satisfactory, therefore, keeping in view their best academic performance, their cases may be considered for relaxation / exemption in school fee, as these students are un-able to pay their school fees being poor / orphan /deserving:- The case file is placed on the table for Board’s consideration. RESOLUTION The Board considered and approved in principle the relaxation/exemption in school arrears/default fee accumulated until revision of school fee, for those deserving students who have secured 80% and above marks. The Board further resolved that the revised fee shall be payable by them accordingly. SANITATION BRANCH ITEM 4 SANITARY REPORT Requirement To read and note the monthly sanitary report for the month of October 2019. Legal Provision: Section 129 of the Cantonments Act, 1924. (1) The Health Officer shall exercise a general sanitary supervision over the whole cantonment, and shall submit monthly to the [Board] a report as to the sanitary condition of the cantonment, together with such recommendation in connection therewith as he thinks fit. (2) The Assistant Health Officer shall perform such duties in connection with the sanitation of the cantonment as are, subject to the control of the 1 [Board], allotted to him by the Health Officer. The case file is placed on the table for Board’s consideration. RESOLUTION: The Board read and noted. The Board resolved that the instructions/observations as contained in the Sanitary Report furnished by the Health Officer be complied with and steps should be taken for improvement of sanitary position of Cantt area. ITEM 5 CIVIC AWARENESS PROGRAM & BAN OF POLYTHENE / PLASTIC BAGS Reference: CBR No.21 dated 30-4-2019 & CBR No.5 dated 28-6-2019 CEO PCB 6 Requirement To consider: - a) Imposition of ban on use of all kind of plastic / polythene bags in Cantt limits. The Board vide CBR No.21 dated 30-4-2019 & CBR No.5 dated 28-6-2019 approved the proposal for imposition of fine in case of noncompliance of order of the Board regarding ban on use of polythene bags and fines was imposed w.e.f. 10 June 2019. However, it has been observed that different microns of biodegradable bags are being used by the shopkeepers as well as fake stamped bags were also identified during course of inspection. It is, however, proposed to completely ban the single use of plastic bags and encourage usage of paper / cloth bags for shopping. b) Launching of awareness campaign “Civic Awareness Campaign” Launching of Civic Awareness Program regarding disposing off house hold waste through technical methods to prevent environment from pollution initially as a pilot project to prevent and reduce the rapidly increasing environmental pollution in Pakistan, and to technically dispose of the waste generated within our villages, cities, and populations to reduce the growing temperature of Pakistan, which is also caused by burning of waste/garbage, to prove to be a good citizen Components of CAP Reduce Re-use Re-cycle Rot / Compost Hand pamphlets are being distributed among Cantt residents for awareness.
