Laguna Lake Development Authority Approach to Integrated Watershed Management Program for Santa Rosa Major activities of LLDA: • Serving 15 million people in the watershed • 61 municipalities • Fisheries and livelihood • Water supply for metro Manila • Tourism • Greening and reforestation • Flood control and river convergence • Permitting and enforcement of waste management from industrial sector; and • Developing new policies for long term sustainability of the watershed Santa Rosa sub watershed Activities in Santa Rosa: • 1997: River Rehabilitation Program – Addresses pollution loading from rivers - Survey of Santa Rosa River conducted - Save Silang Santa Rosa River (S3R2) Council organized • 1999: Board Resolution 114 passed (institutionalizing River Rehabilitation Program) - Creation of the Federation of River Basin Council – partnering with NGOs • 2000 - 2006: Major effort in capacity building for fisherfolk, Environmental Army, River cleanups, industrial source permitting • 2007: BR 414 – Creation of 24 sub – WQMAs including #20, Santa Rosa Activities in Santa Rosa: 2008: LLDA partners with WORLD WIDE FUND FOR NATURE PHILIPPINES (WWF) - Scientific and technical studies to determine long term sustainability of water supply for Santa Rosa watershed Partnership with WWF Launched 2008: First Water Summit - Identification of stakeholders - Creation of TWG 2009: Second Water Summit - Identification of issues and concerns - Action planning 2010: Third Water Summit - Presentation of Action Plan - Commitments of stakeholders - Lessons learned from Typhoon Ondoy 2011: Development of Santa Rosa Integrated Watershed Management Plan The output is the Integrated Watershed Management Framework Integrated Watershed Management Framework Designation of Sub-WQMA LGUs Creation of Business NGAs Watershed Sector Productive Management Review of Policies, watersheds, Council Institutional clean rivers, Arrangement and healthy lake Capacities and Issuance of New Watershed Policies Characterization Water NGOs and Assessment Utilities Performance Development of Monitoring sub-WQMA action plan Sustainable financing strategies Management strategies Breaking it down Objectives LGUs NGAs Business Sector Productive watersheds, clean rivers, healthy lake Water NGOs Utilities Stakeholders Integrated Watershed Management Framework Designation of Sub-WQMA Previous Creation of actions Watershed Review of Policies, Management Institutional Council Arrangement and Priority Capacities and Issuance of Focus Watershed New Policies Characterization and Assessment Performance Development of Monitoring sub-WQMA action plan Sustainable financing strategies Management strategies 2012 – Developing New policies • Land use policies: harmonize land use policies of the LGUs within the Santa Rosa Sub Watershed “Critical as land uses are rapidly changing from agricultural to residential and commercial and these will have major impacts on water quality and supply unless we act” How to make the new policies work?
