Acceptance of previous minutes, from Meeting No. 100 (12th September 2018) 3. Calls for nomination to the position of Chair and Deputy Chair of the FNQ Regional Road and Transport Group – Technical Committee. 4. Actions from Previous Meeting No. 100 Item Action Responsible 91.2 Pending completion of all SOI’s(see Item 91.9), FNQROC to add Statement FNQROC of Intent’s (SOI) add to the Roads Portal and send out passwords when (Pending TMR – updated SOI’s completed. 91.9) 91.9 TMR to provide updated SOI’s. Full list of outstanding SOI’s can be found in TMR- Attachment A. LR to move remaining SOIs up online 94.9 LR to continue with development of the Regional Road Investment FNQROC Strategy Action Item 94.9 Update: FNQROC received 3 submissions. Individual tender evaluations and tender assessment meeting has occurred. The tender recommended to the board for endorsement was the JACOBS submission. This was passed by flying minute on Friday 26th October 2018. 96.1(a) Cook Shire to present application for Dixie Road to be listed as a Local COOK Road of Regional Significance. Action Item 100.1: Cook Shire to provide Statement of Intent for Dixie Road. 98.7 RRTG TC to determine 2 standards relating to the use of gravel resheets to FNQROC be available under TIDS funding. Action item 98.7 Update: Complete. 99.2 To mitigate program risk, Lachlan to formalise the items listed in action FNQROC item 99.2 in the Works Program – Development and Management Process document. Action item 99.2 Update: Complete. Action Item 100.4: It was requested that Lachlan follow up with those councils on allocation as to what projects their funding will be spend on. Action item 99.2 Update: complete. Notice received from WWASC that allocation will be used on safety improvement works associated with a cycleway to encourage cyclists off the main roadway. YASC advise that intention is to utilise the funding for the installation of speed bumps. No date of commencement yet advised. 100.5 The FNQRRTG Technical Committee make the following recommendations to the RRTG: 100.5.1: That the FNQRRTG endorse the FNQ RRTG Capability Agreement and Action Plan (As attached). 100.5.2: That the FNQRRTG adopt the attached 2018/19 – 2021/2022 works program(As Attached). For ease of reading, the changes have been listed below (as a result of requests by member councils): Additions: i. Record Id No. 263 – Cook – Oaky Creek Road (Non-LRRS)- Ranked 5th – New allocation of $600,000 in ‘Beyond’ ii. Record Id No. 264 – Cook – Sherrin Esplanade (Non-LRRS)- Ranked 15th –New allocation of $200,000 in ‘Beyond’ iii. Record Id No. 268 – Cook – Battlecamp Road (LRRS)- Ranked 29th – New allocation of $92,500 in ‘Beyond’ iv. Record Id No. 265 – Cook – May Street (Non-LRRS)- Ranked 33rd – New allocation of $88,000 in ‘Beyond’ v. Record Id No. 266 – Cook – May Street (Non-LRRS)- Ranked 39th – New allocation of $100,000 in ‘Beyond’ vi. Record Id No. 267 – Cook – Battlecamp Road (LRRS)- Ranked 44th – New allocation of $87,500 in ‘Beyond’ vii. Record Id No. 262 – Cook – Savage Street (Non-LRRS)- Ranked 68th – New allocation of $185,000 in ‘Beyond’ Amendments: viii. Record 219 – MSC - Euluma Creek Road – (LRRS) – Ranked 25th – Allocation of $162,500 in 2019/20 removed by council request. ix. Record 206 – MSC – Mt Mulligan Road – (LRRS) – Ranked 35th – Allocation of $315,000 in 2018/19 reduced to $215,000 by council request. x. Record 216 – MSC – Springmount Road – (LRRS) – Ranked 55th – Allocation of $175,000 in 2019/2020 brought forward and added to the existing allocation of $300,000 (Total allocation $475,000) in 2018/19 by council request. xi. Record 227 – TRC – Tolga-Kairi Road – (LRRS) – Ranked 55th – Allocation of $210,000 in 2019/2020 brought forward to 2018/19 by council request. 100.5.3: That the RRTG members note the upcoming shortfalls, with all councils to consider their own long term capital works programs, to identify opportunities to bring forward works within the TIDS program to meet these shortfalls.
