His childhood was spent with the local fishing community and, as a youth, he played in several teams of the local football club, Vasco da Gama Atlético Clube. He has a degree in Economics, with an expertise in Economics and Finance and Industrial Economics and Sectoral Policies. He was a professor of Mathematics and Economics. From 2005 to 2013, he held functions as head of division at the Port of Sines Administration. He was a councillor at the Sines Municipal Council in the 1998-2001, 2005-2009 and 2009- 2013 terms. He took office on 12 October 2013 as mayor of Sines for the 2013-2017 term, elected in the Socialist Party lists. On 1 October 2017, he was re-elected mayor for the 2017-2021 term.
