The Environmental Audit is required by the Shire of Yarra Ranges prior to the planned redevelopment of the site for a residential use. The land subject to the statutory audit is identified on Plan of Consolidation No. 101675, Parish of Narree Worran, County of Mornington in Certificate of Title Volume 9003, Folio 104. The land subject to audit is undergoing a two staged subdivision into four allotments and one reserve. These are described as Lots 1-4 and a Reserve for Public Open Space on proposed Plan of Subdivision PS 421418Q.\Stage- 1 is comprised of Lot 3 and Lot $whils@ge 2 is comprised of Lots and 2 and the Reserve for Public Open Spacg For the purpose of the audit report the land subject to audit is referred to as two sites, comprising the Stage 1 site (Lots 3 and 4) and the Stage 2 site (Lots 1,2 and the Reserve). Mr Peter J Ramsay received a request on 27 January 1997 from Mr Jon Slykerman to issue a Certificate of Environmental Audit for land at 5 Leah Avenue, Upwey, Victoria. The audit was in accordance with Section 57AA of the Environment Protection Act 1970. As required under Section 57AA(5)(a) of the Environment Protection Act 1970 one copy of the final report has been transmitted to the Environment Protection Authority. Environmental assessments of the land subject to the statutory audit were undertaken by GeoPollution Management Pty Ltd (GPM) between February 1997 and December 1998. The assessments were performed in accordance with the recommended approach to assessing contaminated sites contained in: 0 Australian and New Zealand Guidelines for the Assessment and Management of Contaminated Sites, issued by the Australian and New Zealand Environment and Conservation CounciVNational Health and Medical Research Council, January 1992 (ANZECC guidelines); 3 of 43 0 EPA guidelines; and 0 Australian Standard AS 4482.1 - 1997, Guide to the Sampling and lnvestigation of Potentially Contaminated Soil, Part 1: Non-Volatile and Semi-volatile Compounds, 5 September 1997, Standards Australia. The auditor’s requirements for the assessments and the acceptance criteria for the audit were specified by the auditor in our correspondence of 3,7 and 25 February, 7 and 16 April, 6 June and 5 August 1997, and 20 August 1998 to you and GPM. Further analysis of samples from the assessment was also performed in response to the auditor’s requests. On the basis of.my evaluation of the site conditions as described in the audit report, I am of the opinion that the condition of the Stage 1 site described as Lots 3 and 4 on proposed Plan of Subdivision Stage 1 PS 421418Q at 5 Leah Avenue, Upwey, Victoria on 25 March 1999 is neither detrimental nor potentially detrimental to any beneficial use of the land at Lots 3 and 4. Therefore a Certificate of Environmental Audit has been issued for the Stage 1 site (Lots 3 and 4). In addition, based on my evaluation of the site conditions as described in the audit report, I am of the opinion that the condition of the Stage 2 site described as Lots 1 and 2 and Reserve for Public Open Space on proposed Plan of Subdivision Stage 2 PS 4214186 at 5 Leah Avenue, Upwey, Victoria on 25 March 1999 is potentially detrimental to the beneficial use of the land at Lots 1 and 2. Therefore a Statement of Environmental Audit has been issued for the Stage 2 site (Lots 1,2 and the Reserve).
