The insertion [OrigK] shows that the original statement was in Khmer. 4 23rd Plenary Session REPORT OF THE PRESENTATIONS I- OPENING SESSION I.1 Statement by the Co-chairman for Japan, His Excellency Mr. Hidehisa Horinouchi, Ambassador of Japan [OrigE] “Your Excellency Dr. Phoeurng Sackona, Minister of Culture and Fine Arts, Your Excellency Mr. Yim Nolla, Secretary of State of the Council of Ministers, Your Excellency Mr. Kol Bunly, High Representative of His Majesty King Norodom Sihamoni, Ms. Anne Lemaistre, Representative of the UNESCO Phnom Penh office, Excellencies, Colleagues, Ladies and Gentlemen, It is my great pleasure to be here today to preside for the first time as co-chair over the International Coordinating Committee’s 23rd Plenary Session. First of all, on behalf of all the attendees present here today, I would like to express my sincere appreciation to His Excellency Dr. Sok An and the royal government of Cambo- dia for their strong commitment to the ICC process. I also wish to express my heartfelt thanks to all the teams and individuals taking part in this session, many of whom have contributed to the ICC’s activities since its very inception. My gratitude also goes to H.E. Mr. Jean-Claude Poimboeuf, the Ambassador of France, for acting as my co-chairperson. As you all know, the experiences and good practices that the ICC-Angkor has ac- quired over the last 20 years deserve to be recognised as the successful model they are providing for others. The ICC-Angkor recommendations, adopted with the assistance of the ad hoc group of experts, need to be duly respected, followed up and implemented effec- tively. The discussion theme selected for this plenary session is the ‘New Ticketing Sys- tem’. I am looking forward to clarification from the royal government on the ticketing system and its perspective on the long-term financial plan for the conservation activities and sustainable development of the Angkor site. Before concluding my remarks, I would like to express my sincere appreciation to the APSARA Authority for the pivotal and increasingly important role it plays in the protec- tion, restoration and development of the Angkor heritage sites.
