Transport for London GLA 2020 No.0242 THE A12 GLA ROAD AND SLIP ROADS (BLACKWALL TUNNEL NORTHERN APPROACH, EAST CROSS ROUTE AND EASTERN AVENUE, LONDON BOROUGHS OF TOWER HAMLETS, HACKNEY, NEWHAM, WALTHAM FOREST AND REDBRIDGE) (PROHIBITION OF PEDESTRIANS, PEDAL CYCLES, HORSES AND HORSE DRAWN VEHICLES) ORDER 2020 Made 11th August 2020 Coming into force 15th August 2020 Transport for London in exercise of the powers conferred by section 6 of the Road Traffic Regulation Act 1984a, and of all other enabling powers, hereby makes the following Order— 1. Commencement and citation This Order may be cited as The A12 GLA Road and Slip Roads (Blackwall Tunnel Northern Approach, East Cross Route and Eastern Avenue, London Boroughs of Tower Hamlets, Hackney, Newham, Waltham Forest and Redbridge) (Prohibition of Pedestrians, Pedal Cycles, Horses and Horse Drawn Vehicles) Order 2020, and shall come into force on 15th August 2020. 2. Interpretation (1) In this Order- (a) “Bow Interchange” is the circulatory traffic system at the junctions of the A11 Bow Road, the A118 High Road, Hancock Road and the unnamed on and off slip roads to and from the A12 Blackwall Tunnel Northern approach. (b) “carriageway” has the same meaning as in section 329 (1) of the Highways Act 1980b; (c) “cause” includes permit, and causing shall be construed accordingly; (d) “footway” has the same meaning as in section 329 (1) of the Highways Act 1980. a 1984 c.27 b 1980 c.66 GLA/2020/0242 1 (e) “Green Man Roundabout” the circulatory traffic system at the junctions the A12 Eastern Avenue, the A11 High Road Leytonstone, the A114 Whipps Cross Road, the A113 New Wanstead and Holly Road. (f) “highway” has the same meaning as in section 328 of the Highways Act 1980 and includes any structure, traffic Island, central reservation, kerb, verge, embankment and any land within the extents of a highway. (g) “horse” has the same meaning as section 329 of the Highways Act 1980. (h) “pedal cycle” has the same meaning as in schedule 1 of the Traffic Signs Regulations and General Directions 2016a; (i) “vehicle” shall include any part of a vehicle. (2) The Interpretation Act 1978b applies to this order as if it were an enactment. 3. Sections of Highway where Pedestrians are prohibited No pedestrian shall proceed on any part of the highways listed below: 1. The full extent of the western and northern side of the A12 Blackwall Tunnel Northern Approach, East Cross Route and Eastern Avenue between the northernmost nosing of the unnamed off slip road connecting the northbound carriageway of the A12 Blackwall Tunnel Northern Approach with Bow Interchange and its junction with Kingfisher Avenue, London Borough of Redbridge, except for the footway at the western side of the A12 Blackwall Tunnel Northern Approach between its junction with the unnamed on-slip road connecting Bow Interchange with the northbound carriageway of the A12 Blackwall Tunnel Northern Approach and the extended north-western property boundary of No. 1 Baldock Street, London Borough of Tower Hamlets. 2. The full extent of the eastern and southern side of the A12 Eastern Avenue, East Cross Route and Blackwall Tunnel Northern Approach between the westernmost nosing of Harrier Avenue, London Borough of Redbridge and the extended northern kerb-line of Culvert Drive, London Borough of Tower Hamlets. 3. The full extent of the eastern side of the A12 Blackwall Tunnel Northern Approach between its junctions with Twelvetrees Crescent and Gillender Street. 4. The full extent of the unnamed on-slip road connecting Bow Interchange with the western side of the A12 Blackwall Tunnel Northern Approach, except for the footway at its south-western side. 5. The full extent of the unnamed off-slip road connecting the eastern side of the A12 Blackwall Tunnel Northern Approach with Bow Interchange. 6. The full extent of the unnamed on-slip road connecting Hancock Road, London Borough of Tower Hamlets with the eastern side of the A12 Blackwall Tunnel Northern approach. a SI 2016 No.362 b 1976 c.30 GLA/2020/0242 2 7. The full extent of the unnamed on and off-slip roads connecting the A12 Blackwall Tunnel Northern Approach / East Cross Route with Wick Lane, London Borough of Tower Hamlets. 8. The full extent of the Cowdry Road off-slip road connecting the western side of the A12 East Cross Route with Wick Road between its junction with the A12 East Cross Route and a point 1 metre north-west of the extended common boundary of Nos. 12 and 13 Cadogan Terrace, London Borough of Hackney. 9. The full extent of the unnamed on-slip road connecting Wick Road, London Borough of Hackney with the eastern side of the A12 East Cross Route, except for the footway at the eastern side of the on-slip road between its junction with Wick Road and a point 30.5 metres south-east of northern face of the triangular traffic island at the junction of Wick Road and the unnamed off- slip road from East Cross Route (measured along the south-western face of the traffic island). 10. The full extent of the unnamed on-slip road connecting Wick Road, London Borough of Hackney with the western side of the A12 East Cross Route, except for the footway at the western side of the on-slip road between its junction with Wick Road and the extended northern property boundary of No. 16 Benn Street, London Borough of Hackney. 11. The full extent of the unnamed off-slip road connecting the northern side of the A12 East Cross Route with the A106 Eastway between its junction with East Cross Route and a point 17 metres south-west of the extended western kerb- line of Eastway (measured along the centreline). 12. The full extent of the unnamed on-slip road connecting the A106 Eastway with the south-west bound carriageway of the A12 East Cross Route between a point 19.5 metres south-west of the extended western kerb-line of Eastway (measured along the centreline) and its junction with East Cross Route. 13. The full extent of the unnamed off-slip road connecting the westbound carriageway of the A12 Eastern Avenue with the A106 Eastway from its junction with Eastern Avenue and a point 9 metres north-east of the extended eastern kerb-line of Eastway (measured along the northern edge of the pedestrian refuge traffic islands on the off-slip road). 14. The full extent of Temple Mills Road on-slip road connecting Eastway with the eastbound carriageway of the A12 Eastern Avenue, except the area of footway at the south-western side of Temple Mills Road from its junction with Eastway and a point 15.5 metres south-east of the extended south-eastern kerb-line of Eastway and the area of footway at the north-eastern side of Temple Mills Road between its junction with Eastway and a point 11 metres south-east of the extended south-eastern kerb-line of Eastway. 15. The full extent of the unnamed off-slip road connecting the south-westbound carriageway of the A12 Eastern Avenue with Green Man Roundabout. GLA/2020/0242 3 16. The full extent of the unnamed on-slip road connecting Green Man Roundabout with the south-westbound carriageway of the A12 Eastern Avenue. 17. The full extent of the unnamed off-slip road connecting the north-eastbound carriageway of the A12 Eastern Avenue with Green Man Roundabout. 18. The full extent of the unnamed on-slip road connecting Green Man Roundabout with the north-eastbound carriageway of the A12 Eastern Avenue between the extended southern kerb-line of Cambridge Park Road. 4. Sections of carriageway where the riding of pedal cycles, ridden or accompanied horses, and horse drawn vehicles are prohibited. No person shall cause or permit any person: to ride a pedal cycle, ride or accompany a horse or any horse drawn vehicle to proceed on the lengths of carriageway listed below. (1) The northbound carriageway of the A12 Blackwall Tunnel Southern Approach, East Cross Route and Eastern Avenue between the northernmost nosing of the unnamed off slip road connecting the northbound carriageway of the A12 Blackwall Tunnel Northern Approach with Bow Interchange and its junction with Kingfisher Avenue, London Borough of Redbridge. (2) The southbound carriageway of the A12 Eastern Avenue, East Cross Route and Blackwall Tunnel Southern Approach between the westernmost nosing of Harrier Avenue, London Borough of Redbridge and its junction with Hancock Road, London Borough of Tower Hamlets. (3) The unnamed on-slip road connecting Bow Interchange with the north- westbound carriageway of the A12 Blackwall Tunnel Northern Approach between the extended northern kerb-line of Payne Road, London borough of Tower Hamlets and its junction with the north-westbound carriageway of the A12 Blackwall Tunnel Northern Approach. (4) The unnamed off-slip road connecting the south-eastbound carriageway of the A12 Blackwall Tunnel Northern Approach with Bow Interchange. (5) The unnamed on-slip road connecting Hancock Road, London Borough of Tower Hamlets with the south-eastbound carriageway of the A12 Blackwall Tunnel Northern Approach. (6) The unnamed on and off-slip roads connecting the A12 Blackwall Tunnel Northern Approach / East Cross Route with Wick Lane, London Borough of Tower Hamlets. (7) The Cowdry Road off-slip road connecting the north-westbound carriageway of the A12 East Cross Route with Wick Road, London Borough of Hackney. (8) The unnamed on-slip road connecting Wick Road, London Borough of Hackney with the south-eastbound carriageway of the A12 East Cross Route.
