Planning Applications. Councillor Jacqueline Mounsey; Personal; 2/2006/0841 and 2/2006/0915 - Due to living in close proximity to the applicant. 4. Planning Applications. Councillors Peter Bales; Michael Davidson; Richard Jones and Jean Macleod; Personal; 2/2006/0973 - Due to being members of Workington Town Council. 4. Planning Applications. Councillor Kenneth McDonald; Personal; 2/2006/0807 - Due to being made aware of the planning application as Ward Councillor. 4. Planning Applications. Councillors Pat McCracken and Martin Wood; Personal; 2/2006/0882 - Due to being members of Maryport Town Council. 414 SITE VISITS The following Councillors were present at the site inspections, planning references, 2/2006/0841, 3 New House Fauld, Oughterside, Wigton and 2/2006/0915, The Masters House, Hayton, Aspatria:- P Bales, M Davidson, R Jones, J Macleod, P McCracken, R Munby, G Sewell and D Thompson. Also present: Mr Dickson of Hayton and Mealo Parish Council for application 2/2006/0915. 415 PUBLIC PARTICIPATION The following objectors/applicants addressed the Panel. Mr D J Barnes outlined his objections to application 2/2006/0807. The agent Mr P Boustead exercised his right of reply. Mrs J Stott outlined her objections to applications 2/2006/0973. The agent Mrs Carter exercised her right of reply. 416 PLANNING APPLICATIONS The Panel considered individual reports from the Head of Planning Services regarding ten applications for planning permission. Planning Description Decision reference 2/2006/0752 Listed building consent for conversion of 4 existing Approved out-buildings to form 4 independent dwellings and associated works to Mockerkin Hall, Mockerkin, Cockermouth. M G Wood moved that the application be approved, this was seconded by J Minto. A vote was taken, 12 in favour of approval, 0 against. The motion in favour of approval was carried. 2/2006/0753 Conversion of 4 existing outbuildings to form 4 Approved independent dwellings, Mockerkin Hall, Mockerkin, Cockermouth. K McDonald moved that the application be approved, this was seconded by M G Wood. A vote was taken, 12 in favour of approval, 0 against. The motion in favour of approval was carried. 2/2006/0784 Change of use to provide landscaped overspill Refused parking area for existing Ford dealership. M G Wood moved that the application be refused, this was seconded by P Bales. A vote was taken, 10 in favour of refusal, 1 against. The motion in favour of refusal was carried. Reason: 1. Insufficient information was submitted with the application relating to the need for the proposal in order that the Local Planning Authority could assess adequately the impact of the proposed development having regard to the impact of non-essential development in the countryside. In the absence of that information it had not been possible to demonstrate that the proposal would comply with Development Plan policies and/or other material considerations. 2/2006/0807 Extension of existing silage storage area, Rose Farm, Deferred for Little Broughton, Cockermouth. a site visit The officer’s recommendation was approval. M G Wood moved that the application be deferred for a site visit, this was seconded by J Macleod. A vote was taken, 12 in favour of deferral for a site visit, 0 against. The motion in favour of deferral for site visit was carried. 2/2006/0882 Replacement of existing wooden windows and door Refused with UPVC, 8 Kirkby Street, Maryport. I W Francis moved that the application be refused, this was seconded by M Davidson. A vote was taken, 12 in favour of refusal, 1 against. The motion in favour of refusal was carried. Reason: 1. The Local Planning Authority considered that the proposed replacement windows and door, by virtue of their modern design and appearance, would be detrimental to both the character of the Article 4 property itself and the character and setting of the Maryport Conservation Area. The proposal was therefore contrary to Policies CO2 and CO13 of the Allerdale Local Plan (1st Alteration, May 2006) and Policies ST3 and E38 of the Cumbria and Lake District Joint Structure Plan 2001-2016 (Modifications, September 2005). 2/2006/0965 Erection of wooden stables and storage for feed and Approved equipment, The Garden Fields, Allonby, Maryport. J Mounsey moved that the application be deferred for a site visit, this was seconded by M Davidson. P McCracken moved that the application be approved this was seconded by J Minto. A vote was taken, 6 in favour of deferral for a site visit, 7 against. A vote was taken, 7 in favour of approval, 4 against. The motion in favour of approval was carried. 2/2006/0973 Outline application for proposed new dwelling, 14 Refused East Avenue, High Harrington, Workington. M Davidson moved that the application be approved, this was seconded by R Munby. M G Wood moved that the application be refused, this was seconded by I W Francis. A vote was taken, 3 in favour of approval, 9 against. The motion in favour of refusal was carried. Reason: 1. The proposal would result in the increased use of a substandard access in circumstances where the developer was unable to ensure that the access was upgraded. The development was therefore contrary to Policy HS9 of the Allerdale Local Plan (First Alteration, May 2006) and Policy ST3 of the Cumbria and Lake District Joint Structure Plan 2001-2016 (Modifications, September 2005). 2/2006/1044 Revised application for new dwelling, Glenmore, Approved Ullock, Cockermouth. J Minto moved that the application be approved, this was seconded by R Munby. A vote was taken, 7 in favour of approval, 4 against. The motion in favour of approval was carried. 2/2006/0841 Proposed two storey extension, 3 New Houses Fauld, Refused Oughterside, Wigton. M G Wood moved that the application be refused, this was seconded by R Munby. A vote was taken, 13 in favour of refusal, 0 against. The motion in favour of refusal was carried. Reasons: 1. The proposed development would be harmful to the visual amenity and had an overbearing impact on the residential amenities of No. 2 New Houses Fauld, due to its scale and massing; this would be contrary to Allerdale Local Plan Policy HS12. 2. The proposed development would have contributed significantly in overshadowing to the neighbouring property No. 2 New Houses Fauld, this would be contrary to Allerdale Local Plan Policy HS12. 3. The proposed development would have had harmful effect on the character and appearance of the dwelling due to its scale and massing; this would be contrary to Allerdale Local Plan Policy HS12. 2/2006/0915 Change of use of garage for wedding cars, The Approved Masters House, Hayton, Aspatria. P McCracken moved that the application be approved, this was seconded by R Munby. A vote was taken, 12 in favour of approval, 1 against. The motion in favour of approval was carried.
