reGeneration A Public Affairs Simulation Scenario: On the way to full direct elections in 2020 Legco has approved a 2012 reform of the Functional Constituencies to include representatives of retirees, women not working outside the home and students (groups currently not represented or under-represented in the functional constituencies). This simulation and debate is between two teams, a Red Team of women students representing the women’s list and a Gold Team of men students representing the men’s list, who are competing for the student seat(s) in Legco Functional Constituencies. A third team, the Blue Team, is made up of media/communication majors and those interested in journalism careers. Outcomes: On Day One student representatives will hear panels on and get to ask presenters about campaign strategies, electioneering, candidate selection, party strategy and media strategies as well as issues such as constitutional reform and healthcare reform. Students will negotiate to finalize the format of the debates in terms of town hall meeting style, media-driven debate, or mix of the two and on the time limits and focuses, if any, of segments of the 90 minute debates. The Media Blue Team will organize to conduct the debate, including formulating the questions if a media led debate is chosen or if a mix of town hall and media led debate is decided. The Blue Team will also select their three media questioners/moderators and organize and conduct the videotaping and media production of the simulation/debate process for YouTube. The Red and Gold “parties” will select their list of three candidates to debate and draft their platforms and prepare their campaign materials. For Day Two, students from all teams may invite two friends or family per student to attend the debates on Sunday afternoon. The audience and students will be voting by secret ballot after the debate on who they would vote for based on debate performance. Those not directly running as candidates will be briefing their candidates on issues, preparing handout materials to go to the audience for their candidate or team, making sure invited audience members arrive and soliciting support and votes among the invited audience before the debate begins. A panel of expert former Legco members as judges will comment on the debate and team performance in campaigning and prizes for the top vote getting candidates or teams will be awarded. (What roles they play and why media and political parties and civic brands form in all countries). 3:30 PM Break 3:45-4:15 Breakout groups discuss debate types and elect their team representatives 4:15-5:15 Discuss and vote by groups on the strategy of the debate 5:15 Plenary: all groups for discussion and negotiation of debate format, led by team representatives, moderated by Dr Michael DeGolyer 6:00 Vote on debate format. 6:30 Dinner Evening for the Teams to prepare for the debate. Sub-teams research issues, prepare campaign materials, refine debate strategies, slogans, make flyers, banners for campaign. SUNDAY November 2 9:00-10:30 Panel 3: Media and debates Alan Leong and Jace Au 10:30-12:00 Red, Gold, Blue teams meet to prepare for the debate. 12:00-2:00 After catered buffet lunch, the U.S. Fulbright student representatives will debate for and against Democrat Obama and Republican McCain as to which candidate and party in power would be best for China-US relations. Moderated by Dr Glenn Shive. All students then vote on their preferred US president. 2 PM Audience gathers, Red and Gold party supporters hand out platform and campaign literature, in Room WLB 203, Shaw Campus. 2:30 Debate begins 4:00 Debate ends, vote by the audience 4:05-4:30 Judges comment on performance of teams and debaters.
