Tajik Committee of Emergency Situations & Civil Defense and UNDP in Tajikistan Disaster Risk Management Programme Minutes of REACT Meeting 21 July 2015 Crisis Management Centre of the COES, Main Conference Hall Chair: Colonel Jamshed Kurbonbekov, Head of the Department for the International Affairs of the Committee of Emergency Situations and Civil Defense Participants: REACT partners (Annex V - attached) Summary of results: 1. REACT Rapid Response Team to be deployed to Rasht for damage and need assessment on 22 July. 2. Partners/donors stand ready to support emergency response and relief based on official Statement by Government and bilateral/multilateral implementation mechanisms (see attached Annex I - list of who can do what, when). Colonel Jamshed Kurbonbekov opened the meeting and welcomed the participants. He briefed the participants on the current situation on emergencies, indicative damage and needs countrywide (see attached Annex II - disaster overview as provide by CoES). After the briefing, Colonel Kurbonbekov requested REACT partners to provide immediate assistance to the affected population in GBAO and also in Rasht Valley, which was hit by floods on 20 July 2015. He mentioned the urgent need in providing immediate response and also early recovery interventions. He introduced the participants with the list of the needs for relief and reconstruction from natural disasters occurred in July, 2015, based on the statement done by MFA Tajikistan (the list is attached as an Annex III). Following Colonel’s briefing, Mr. Valijon Ranoev, representing OCHA updated partners on the high-level meetings conducted with the Prime Minister, Deputy Prime Minister and Minister of Foreign Affairs and Donor community since 18 July and stressed the importance of providing assistance to the affected population based on humanitarian needs. He also noted that while relief assistance has reached all affected, partners would immediately focus on joint early recovery interventions and disaster risk reduction efforts. Partners have expressed their concern about the coordination of assessment and response by the Government. They mentioned the importance of establishing a coordinated approach during not only the assessment process, but also during identification of needs and processes of relief and response. They noted the coordination and facilitation of assessment, identification of needs and provision of response should be improved within Government/CoES. Mr. Chansavat, representing ADB mentioned that they are ready to provide support; however, it would be better if there will be appeal from UN agency. Mr. Umed Saiduniev, representing Red Crescent Society in Tajikistan made brief update on what the response in GBAO and mentioned that currently they stand ready to distribute non-food items for 31 families which includes (Mattress, blankets, pillow, bed linen, kitchen sets, hygiene kits, bucket, water can, kerosine stove, plastic sheeting) Mr. Firdavs Faizulloev, representing UNDP Disaster Risk Management Programme proposed that in GBAO, considering FOCUS and other partners have already conducted initial needs assessment and provided request immediate assistance and as the roads are currently blocked now there, no rapid needs assessment was required. However, he mentioned that REACT Rapid Response Team must deploy to Rasht Valley and conduct initial needs assessment. Ms. Khursheda Aknazarova, representing REACT Secretariat in Dushanbe reiterated her readiness to assist with coordination of this deployment. Also she mentioned that in GBAO the REACT Partners conducted needs assessment on the tent camp, where affected people are currently relocated and asked to familiarize with the list of need (the list of need for the camp is attached as Annex IV). Provide emergency medical assessment kits to the affected population Annex II - Short_Disaster_Overview_21 July 2015 Shugnan District, GBAO: 16 July 2015 - Mudflow blocked the Gund River and created an artificial lake in Kolkhozobod village, Shugnana District, GBAO. It caused significant damage to infrastructure and households in three villages and the preliminary results of the assessment conducted by State Commission for Emergencies as of 20 July are indicated below: At least 56 houses were fully damaged and are note safe to reside anymore: o Barsem village – 41 houses o Berdibekobod village – 3 houses o Kolkhozobod village – 12 houses In Barsem village 6 shops, 1 point of fuel station, 2,5 km of Khorog-Murgab road, 2 km of power transmission line (35kW), 2 km of power transmission line (10 kW), 10 car stations, 3000 pcs of fruit and shadowy trees, 6 cars, and 6 irrigational canals of 250-300 m length were damaged and destroyed. In Berdibekobod village 1 irrigation canal (950 m), 2 pedestrian and 2 motor bridges were damaged. Preliminary estimated direct cost of loss is around 19 mln.353 thousand Tajik Somoni. On 21 July 2015 another mudflow occurred in Barsem village of Suchan Jamoat and re- blocked Gund river. After 20 minutes the stream of the river was opened. Currently the response and recovery actions are being undertaking in the affected area. A tent camp was established in the neighboring and safer area and 72 tents were setup for the affected households. The affected household in the Camp are provided with drinking water and 3 times of warm food by the relative agencies.
