STC/slh22350/172130/Reports/172130-01 (ii) 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 1.0 INTRODUCTION 1.1 Ardent Consulting Engineers (ACE) has been appointed by 313-349 Ilderton Road LLP to advise on transport and infrastructure aspects of the proposed redevelopment of 313-349 Ilderton Road, Bermondsey in the London Borough of Southwark (LBS). 1.2 This Transport Statement (TS) has been prepared to accompany a planning application submission to LBS as both planning and highway authority. The description of development is as follows: “Application for full planning permission for mixed use redevelopment comprising: Demolition of existing buildings and construction of two buildings one of part 11 & 13 storeys and one of part 13 and 15 storeys to provide 1,888sqm (GIA) of commercial floorspace (use class B1c - Light industrial/workshops/SMEs/Creative Industries) at part basement, ground and first floors, 130 residential dwellings above (51 x 1 bed, 52 x 2 bed and 27 x 3 bed), with associated access and highway works, amenity areas, cycle, disabled & commercial car parking and refuse/recycling stores" 1.3 This assessment has been prepared in-line with Transport for London’s (TfL’s) Transport Assessment Best Practice Guidance document. In addition to this, careful consideration of the Draft Old Kent Road Area Action Plan (2017) has been undertaken in order to design a scheme which works with the aspirations of this document, as well as the existing uses in the local area. 1.4 Extensive pre-application discussions between LBS and ACE have been ongoing with LBS, GLA and TfL. The methodology and scope of assessment has been agreed in principle with officers. STC/slh22838/172130/Reports/172130-01 1 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 Report Structure 1.5 Following this introduction, this report is structured as follows: - Section 2.0 considers the existing situation, including proximity of the site to local services, pedestrian and cycle facilities and accessibility by public transport; Section 3.0 considers the proposals for the wider area; Section 4.0 considers the local, regional and national policy in relation to the development; Section 5.0 outlines the proposed development; Section 6.0 outlines the proposed servicing arrangement Section 7.0 sets out the predicted weekday peak hour trip generation/attraction by mode for the lawful and proposed uses; and Section 8.0 provides a summary and conclusions STC/slh22838/172130/Reports/172130-01 2 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 2.0 SITE CONDITION Site Location 2.1 The site is located at 313-349 Ilderton Road and lies along the western boundary of the South London Railway Line, northern edge of Wagner Street and approximately 75m north of the junction of Ilderton Road and Old Kent Road (A2). The boundary between London Borough of Southwark and London Borough of Lewisham (LBL) runs along the eastern boundary of the site. 2.2 The site is approximately 0.19ha in area and currently operates as two industrial units, known as “Floyds - Timber and Steel Builders Merchants” and “Tyre World”. Plate 2-1 / Figure 1 illustrate the sites’ location in relation to the local highway. Site Plate 2-1: Site Location Plan STC/slh22838/172130/Reports/172130-01 3 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 Local Highway Network Existing Access Arrangement 2.3 The site currently benefits from five vehicular accesses, four associated with Floyds and a single access for Tyre World. Four of the access are situated along Ilderton Road whilst a single access for Floyds is located at the south of the site on Wagner Street. Adopted Public Highway 2.4 Due to the site being located on the border between both LB Southwark and LB Lewisham, we have included the adopted public highway for both boroughs in vicinity of the site. This is illustrated within Plate 2-2 & 2-3 below: Plate 2-2: Local Adopted Highway LBS (Indicative site boundary shown in red) (Source: LBS) STC/slh22838/172130/Reports/172130-01 4 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 Plate 2-3: Local Adopted Highway LBL (Indicative site boundary shown in red) (Source: LBL) Local Highway Restrictions 2.5 The following highway restrictions surround the site, as shown in Plate 2-4 below, and attached at Appendix A: STC/slh22838/172130/Reports/172130-01 5 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 Plate 2-4 Local Highway Restrictions 2.6 These restrictions are also summarised below:- Along Ilderton Road adjacent to the western boundary of the site is unrestricted on-street parking; North of the site along Ilderton Road is unrestricted parking with intermittent double yellow lines at vehicle crossovers; Along Hornsey Street, there are double yellow lines at the priority junction with Ilderton Road and then unrestricted on- street car parking; and STC/slh22838/172130/Reports/172130-01 6 313 -349 ILDERTON ROAD 172130-01 TRANSPORT STATEMENT NOVEMBER 2017 Double red lines are present at the priority junction between Ilderton Road and Old Kent Road (A2). There is no unrestricted car parking along Old Kent Road (A2) in the vicinity of the site. Local Highway Conditions 2.7 Ilderton Road and all other LBS and LBL controlled public highway are subject to 20mph speed restrictions, whilst Old Kent Road (A2) to the south is subject to a 30mph speed restriction as it is part of the TfL Strategic Route Network (SRN). In addition to this, the local highway is generally well lit. 2.8 Ilderton Road measures at approximately 8.0m at its widest point adjacent to the site, although the effective carriageway width is reduced as a result of on-street parking. Footways and on-street lighting is situated along the both sides of the carriageway. 2.9 In terms of the local highway network, Old Kent Road/New Cross Road (A2) lies to the south of Ilderton Road and Rotherhithe New Road (A2208) to the north. The A2 provides access to both the M25 if followed southeast and Central London if travelling northwest and is part of TfL’s Strategic Road Network (SRN). 2.10 Wagner Street borders the sites southern boundary and runs between Ilderton Road to White Post Street. However, Wagner Street is often blocked by loading / unloading and holding goods as shown within Plate 2-5. This arch is currently gated and under control by Network Rail and is illustrated within Plate 2-6. Personal Injury Analysis 2.15 A review of the Personal Injury Accidents (PIA) on the local highway network has been undertaken for a five-year period between November 2011 – November 2016 (60 months), when the most recent data was available.
