INTRODUCTION 1.1 Iceni Projects Ltd has been appointed by Kier Property Developments Limited to provide transportation advice in relation to their development proposals at Centenary Court, Basingstoke. A Site Location Plan is attached at Appendix A1. 1.2 The proposed development takes the following description: “Demolition of the existing conference centre, changes to the layout of the office car park to be accessed from Winchester Road (detailed) and the erection of nine residential units and associated car parking and landscaping to be accessed from Bounty Road (outline).” 1.3 The site is located within Basingstoke and Deane Borough Council (BDBC) who are, therefore, the local planning authority and Hampshire County Council (HCC) are responsible for highways. 1.4 The report is arranged as follows: Section 2 provides a description of the existing site conditions including site use, local highway network, existing levels of public transport provision, cycling and walking; Section 3 provides an overview of relevant national, regional and local policies and outlines how the proposed development accords with these; Section 4 provides a description of the proposals, including access, development type, parking and servicing; Section 5 describes the traffic generation of the proposal in relation to the existing use; and Section 6 provides a summary and draws conclusions. 1.5 The results of this assessment clearly show that the proposed development can be adequately accommodated on the site without detriment to road capacity and safety. THE SITE AND SURROUNDINGS Site Location 2.1 The site is a short walk from Basingstoke town centre, with Winchester Road along the northern boundary and Bounty Road along the southern boundary. It is surrounded by a mix of existing residential and commercial buildings. 2.2 To the west of the site is Edison Place, a new residential development containing a mix of 2-3 bedroomed individual houses and 2 bedroomed apartments. 2.3 A number of semi-detached and detached private dwellings back onto the southern boundary of the site. A series of large fully matured trees are located within the rear gardens of the existing dwellings and provide a visual barrier between these properties and the proposed development. 2.4 To the east of the site is a large office block containing a Telephone Exchange and local Job Centre. Existing Highway Network 2.5 Winchester Road to the north of the site runs east to west into Basingstoke town centre, it is a single carriageway road with a mixture of residential and business uses on either side. There are varying parking restrictions present on Winchester Road and within the vicinity of the site there are single yellow lines which restricts parking between 8am and 7pm Monday to Saturday. 2.6 Following Winchester Road westbound provides easy access to the M3 which provides quick access to London and Southampton and it is therefore considered that the site is located within easy access of the strategic road network 2.7 Bounty Road is to the south of the site and is a one way road running from east to west. Similar to Winchester Road there are single yellow parking restrictions which do not permit parking between 8am-7pm Monday and Saturday. In terms of the character of the road Bounty Road contains only residential dwellings on the northern side. Public Transport Bus Services 2.8 The provision of bus based public transport in the area has been assessed in terms of access to routes and frequencies of services, in addition to the quality of the bus infrastructure within the area. Transport Statement (September 2017) | Iceni Projects Limited on behalf of Kier Property Developments Limited 5 2.9 There are a number of bus stops that are accessible to the site, with the closest stops being located on Winchester Road (approximately 40m / 1 minutes’ walk to the east of the site) and on Sarum Hill (approximately 160m / 2 minutes’ walk to the east of the site). Table 2.1 below sets out the regular bus services accessible. Correct at time of writing report. 2.10 To summarise, there are a number of regular bus services available within the vicinity of the site which provide frequent opportunities to travel to a range of destinations. Full details of bus services available, and a bus route map, is attached at Appendix A2. Rail 2.11 The closest railway station to the site is Basingstoke Rail Station, which is located 1km (approximately a 5min cycle or 13min walk) to the north east of the site. Basingstoke Rail Station forms part of the South West Railways route and forms a stop on the London Waterloo to Weymouth line. In addition to these local services, it is the terminus of Great Western Railway local services on the Reading to Basingstoke Line. Long distance cross-country services operated by Cross Country to Bournemouth from Birmingham (the Bournemouth to Birmingham route), Manchester and further north which join the main line from the branch there. 2.12 Appendix A3 illustrates the full network route available from Basingstoke Rail Station. Cycling 2.13 Cycling has the potential to substitute for short car trips, especially those less than 5km (approximately 20 minutes). 2.14 A number of cycle routes run within the vicinity of the development site as shown by the Basingstoke and Deane Borough Council ‘Basingstoke Cycle Map’ which is included at Appendix A4. 2.15 Basingstoke is part of National Cycle Network Route 23 which runs between Reading to Alton and New Alresford via Basingstoke. The route forms part of a key section of the National Cycle Network Transport Statement (September 2017) | Iceni Projects Limited on behalf of Kier Property Developments Limited 6 (NCN) in Hampshire, this route is largely traffic free between Basingstoke Town Centre and Chineham, and then follows quiet lanes passing Silchester and then through West Berkshire and on to Reading. 2.16 There are a number of other on-road dedicated cycle lanes within the vicinity of the site; including an off-road dedicated cycle lane which is located to the north east of the site. 2.17 The site is therefore considered to provide good levels of accessibility and integration opportunities for cyclists. Summary 2.18 It has been shown that the development site is located in a sustainable location with good footway links and is close to existing bus and rail services. There are also a number of cycle routes in the area. 2.19 In conclusion, the proposed development provides opportunities to use modes other than the car and will provide all users of the site with a good level of access to all alternative modes of travel. TRANSPORTATION POLICY 3.1 In considering the policy context of the proposal, we have had regard to; National Planning Policy Framework – March 2012 and relevant local policy. National Planning Policy Framework (NPPF) – March 2012 3.2 The National Planning Policy Framework (NPPF), which was adopted in March 2012, sets out the Government’s planning policies for England and how these are expected to be applied. It provides a framework within which local people and their accountable councils can produce their own distinctive local and neighbourhood plans, which reflect the needs and priorities of their communities.
