Proceedings of 180th Meeting of ERC-NCTE held on 5th -6th February, 2015 PROCEEDINGS OF 180TH MEETING OF THE ERC-NCTE HELD ON 5TH – 6TH FEBRUARY, 2015 The 180th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 5th-6th February, 2015 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 180th ERC Meeting. Prof.(Dr.) P.C. With the permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision. Sl. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The institution whose applications are pending and reached to the stage of 7(9) [7(13) as per New Regulation] including the institution already submitted the reply of 7(13) prior to publication/implementation of NCTE Regulations 2014 are advised to submit/re-submit their reply as per New Regulations alongwith other required documents at the earliest to enable to ERC to take appropriate decision. 3. The cut-off date for grant of recognition is 3rd March 2015 for the session 2015-16. Institution are personally responsible if they lose the session due to non-submission or late submission of replies. 4. The institutions which have not submitted the balance amount of Rs.4.00 Lacs towards Reserve Fund expected to submit the same. 5. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 6. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. Course with an additional annual intake of 50 students thus making the total annual intake of 100 (one hundred) vide order No.24197 dated 24.02.2014 from the academic session 2014-2015 subject to fulfilling the following conditions. The NCTE Hqrs. vide letter No.48-9/2013/NCTE/N&S/A78554 dated 03.12.2013 has already given procedural relaxation to the all existing institution in the State of Odisha and directed to submit the faculty list along with budgetary provision before issuance of formal recognition order as detailed below :- (i) All staff as per the norms and standards of NCTE is in place by February 2014. (ii) There is an adequate budgetary allocation in the budget of the State Government for the year 2014-15, for provision of requisite infrastructure as per the norms and standards of NCTE. Further, the ERC in its 163rd Meeting the VT letter to the institution as well as VT experts was issued on 12.12.2013, 24.01.2014, 22.07.2014 and 28.11.2014. The inspection of the institution conducted on 20.12.2014. As per VT report the institution is deficient as follows: 1. Laboratories like Psychology, educational technology and language learning etc. are not available. 2. The size of science & Mathematics resource centre, psychology resource centre, Art & Craft resource centre, health & physical education resource centre, visitors room, girl’s common room, seminar room etc. are left blank. 3. Safe guard against fire hazard is not provided in the institution building. 4. Separate cabins in staff room for faculty is not available. 5. The size of multipurpose hall is 1127 Sq. ft. which is less than the required 2000 Sq. ft. as per norms. 6. Playground for sports facility is not available in the institution. 7. Submitted building completion certificate is not issued from any Govt. authority. 8. The institution has not submitted the blue print building plan duly approved by any Govt. Engineer mentioning the plot No., khata No., total area & showing the extended built up area for granted additional intake of D.El.Ed. Course in the existing building. The committee noted that the last date of relaxation was 31.12.2014 to compliance the teaching faculty and completion of building as per NCTE norms. The institution/state government has not compliance the above deficiencies till date and relaxation period has already been over. In view of the above, the committee decided as under: Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act 1993 to the institution to submit its reply within 21 days from the issue of the letter before the Committee takes final decision. A copy of this letter may be endorsed to the Secretary, School and Mass Education as well as Director SCERT for information with a request to submit a consolidated compliance report of all the institutions granted recognition/permission as per the relaxation given by NCTE on or before 31st December 2014.
