have been appointed by Goodman Real Estate (UK) Ltd as highway, traffic and transportation consultants to produce a Interim Umbrella Travel Plan (IUTP) which concerns transport matters for their London Medway Commercial Park, Kingsnorth, Hoo Peninsula, Medway, Kent. 1.1.2 The site for London Medway Commercial Park (formerly known as the Kingsnorth Commercial Park) is both identified and allocated by the Medway Local Plan (Adopted 14 May 2003) and MC have subsequently granted outline planning permission for the development of the park accordingly (MC/08/0370). 1.1.3 In order to improve the marketability of the business park minor material amendments to the planning have been approved. These approved amendments (MC/13/0541 and MC/13/1594) have increased the B8 usage for the approved business park extension. 1.1.4 Condition 29 of the latest planning permission (MC/13/1594) requires that prior to occupation of the development that an Interim Umbrella Travel Plan (IUTP) including a timetable for its implementation is submitted to and agreed in writing by Medway Council (MC). This is presented in the following sections of this document. 1.1.5 A Travel Plan includes a suite of measures intended to assist individuals manage their core transportation needs and thus travel to the proposed development by the most sustainable means. This is principally by promoting smarter travel choices that are available to them in order to travel to/from the development site and reducing the reliance on private car journeys originating from housing in the process. 1.1.6 Travel Plans are an important tool to help deliver accessible, sustainable communities and offer clear benefits to all the parties involved – future occupiers of the site, their neighbours and the wider community. They involve meeting the access needs of employees and require partnerships between developers, local authorities, local communities and potential occupiers. 1.1.7 The Travel Plan is to take into consideration existing transport conditions relevant to the proposed development area and its surrounding environment, and to set out a range of appropriate initiatives and measures designed to increase travel awareness and to effectively manage and reduce the level of single-occupancy car use. 4 rpsgroup.com/uk London Medway Commercial Park Interim Umbrella Travel Plan 1.1.8 There are a number of objectives that the implementation of the Travel Plan is intended to fulfil: Increase awareness of sustainable travel alternatives and the benefits of using them; Generate fewer single-occupancy car trips than would otherwise be the case by encouraging a modal shift in travel; Influence travel behaviour of individuals; Reduce the need for unnecessary journeys; Promote social inclusion and interaction by organising bicycle user groups, walking buddy and car-sharing schemes and community forum meetings; Help improve the health of individuals; and Accommodate those journeys that need to be made by car. 1.1.9 This Travel Plan builds upon the agreed Travel Plan presented in support of the 2008 application, Walker Engineering 2008 creating an Interim Umbrella Travel Plan (IUTP) which can be grown organically and adapted to meet specific users of the London Medway Commercial Park. 1.2 Local Policy 1.2.1 Medway Council promotes company travel plans both to reduce the number of trips made by private cars in connection with business and to reduce the overall need to travel. 1.2.2 The adoption of a company travel plan is a key element in the strategy and the council intends to establish a forum of major employers in Medway to share initiatives around travelling to work. The reduction in traffic congestion and the improvement of air quality that should result from travel plans are essential elements of the council’s core values. 1.2.3 Travel plans form an important part of Medway's Local Transport Plan (LTP). The third Local Transport Plan (LTP3), which runs from 2011 includes the development of a new travel strategy with a greater focus on cycling initiatives. During the second LTP period (2006-2011) 16 workplace travel plans were adopted, targeting in excess of 15,000 employees. 1.3 Delivering Travel Plans Through the Planning Process (DFT, 2009) 1.3.1 The DfT guidelines are intended to assist all stakeholders, in both the public and private sectors, to secure an effective policy framework, determine when a travel plan is required, how it should be prepared and what it should contain within the context of an integrated planning and transport process.
