Based on the details sent we would have no plans to offer a commercial service through the development as there is currently no slack in the timetables for services 10 and 9/19 and any diversion would also mean certain existing stops not being served. We would however be interested in providing additional services should any funding be available from the developer by way of either a new service or an extension of an existing service. More information regarding the proposals can be found on the development consultation website at www.rhfconsultation.com . The site location is shown in the attached sketch plan (area edged in red). As part of the development of the site, the client is seeking to connect Reservoir Road with Lower Outwoods Road through the site for the purposes of bus, emergency and refuse access only. This will not only permit the site to be served by public transport but would also provide a connection for existing bus services to Shobnall to divert past the hospital. We would be most interested to hear if Midland Classic would be interested in operating buses through the site – we are aware of the gradient issues on Reservoir Road and to this end please also find attached a topo plan and long section setting out the exact gradients in detail. Please note that we are also in discussion with Arriva regarding their number 3 service, and they have been sent the same information. Red House Farm There are proposals to construct a new residential housing site of 250 dwellings called ‘Red House Farm’ off of Reservoir Road, Burton-upon-Trent. Reservoir road is located to the north of the B5017 Shobnall Road and to the west of Burton town centre, as shown in the map in Figure 1. In line with previous methodology (adopted by Pell Frischmann in 2011), it is assumed 21% of the total development trips will be active in 2016, with all development trips active by 2026. This model has the following forecast years and time periods: AM peak and PM Peak; and 2016 and 2026 forecast models. The existing Burton transport model has been used to test a number of land use options, and a preferred land use option has been selected. This preferred land use option model is to be used as the basis for this ReservoirRoadNote.docx Technical note study, though it is acknowledged by Staffordshire County Council and Phil Jones Associates that changes to the preferred option are currently in discussion and hence the model may be altered in the future. Trip Rates and Distribution Staffordshire County Council (SCC) has defined the trips rates for the Red House Farm residential housing development in Burton in line with those used for other residential developments in the Burton Transport model. With these trip rates, the developer plans to test the impact of 250 new dwellings off of Reservoir Road. This test will be called the ‘Do Something’ test and compared against the ‘Do Minimum’, without the development, to understand the impact of the additional trips generated by the housing. The derivation of trip rates for these options is shown in Table 1.
