A Brief Benchmark report OF The QoS Measurements of Mobile Network Services For February 2020 Issued on 1 April 2020 In light of the keenness of the Ministry of Communications and Information Technology to enhance the quality of telecom services provided to citizens, the NTRA's National Quality Monitoring Center has issued today the QoS report for February 2020 on the quality of Voice and Data services provided by telecom operators operating in Egypt. These tests were conducted last month on approximately 24,500 kilometers of populated areas in Egypt, divided into roughly 81 cities and districts. The measurement tests were undergone for voice and data services as thousands of test calls were made in addition to the tests made for data or mobile Internet services. • The quality of voice and data services has been evaluated as per a set of internationally acknowledged standards. The quality of voice services has been evaluated according to several KPIs, most importantly the call blocked rate, the dropped call rate, in addition to the voice quality. There are (11) cities and districts that still suffer from failed calls, most importantly: Nasr City and Abbasyya (Cairo), in addition to certain areas in East Alexandria (Alexandria), El Sheikh Zayed (Giza). In terms of dropped calls, there are (5) cities and districts that suffer from this problem, most importantly: Maadi and El-Obour (Cairo). Moreover, in terms of quality of calls, there are (12) cities and districts that have this problem. Chief among them are Madinaty, El-Obour, Al-Rehab, and Al-Tagamoa. • Orange Egypt: tests were made for (74) cities and districts. There are (11) cities and districts that still suffer from failed calls, most importantly: El-Obour, Nasr City, Shubra, Al-Moqatam (Cairo). In addition, there are (11) cities and districts that have problems in the quality of voice calls, most importantly, East Alexandria (Alexandria). • Etisalat Misr: tests were made for (74) cities and districts. There are (17) cities and districts that still suffer from call failure, most importantly: El-Obour, Nasr City, Abbasyya, El-Manial, Shubra, Helwan, Maadi, Al-Moqatam (Cairo), as for the dropped calls, (7) areas have this problem. Some of these areas are: Madinaty, El-Obour, Heliopolis, El-Marj and Shubra Al-Kheima (Cairo). • WE: tests were made for (74) cities and districts. There are (34) cities and districts that still have problems with failed calls, most importantly: Madinaty, El Obour, Al Tagamoa, Nasr City, Heliopolis, Al Marj, Abbassya, Al-Manial, Shubra, Helwan, Maadi, Al Moqattam (Cairo), Al Mohandessen, 6th October City (Giza), Alexandria East and Marsa Matrouh (Alexandria). Moreover, there are (6) areas that suffer from dropped calls have this problem. Some of these areas are: El-Obour, Heliopolis, Nasr City, Al-Manial, and Helwan, (Cairo). In addition, there are (3) cities and districts that have problem in the voice quality of calls, most importantly, El-Obour (Cairo). • Although the report shows that the quality of data service is within acceptable limits for all operators, nevertheless some problems were detected in several regions as per the detailed Benchmarking Report. • Within the framework of our enhancement of transparency, the QoS Detailed Benchmarking Report for February 2020 is published on the NTRA's website in a simplified way to inform citizens about the quality of services provided by telecom companies and operators throughout Egypt, in order to help them get information about the assessment of networks in their residential places. Annexes 9 Executive Summary Due to the fact that NTRA in Egypt is concerned about maintaining the highest standards of the quality of the network and getting the market insight about how operators are performing in the market from a QoS/QoE perspective. NTRA along with Rohde and Schwarz carried out an extensive benchmarking survey of the Mobile networks in Egypt with focus on the performance of the four operator’s network. The full scope of measurements performed covers Egypt on monthly basis. Measurement is divided over seven main regions, Cairo, Giza, Alexandria, Delta, Red Sea and Upper Egypt. Each area is consisting of some clusters that will be measured during each month. And the results of each month will be discussed on this presentation. This presentation gives a summary view of February-20 measurements that took place in February 2020 for Egypt as defined in later slides of this presentation, during this survey, a distance of ~ 24,500 KM’s were driven. All measurements were done in Window time from 8AM to 8PM. This presentation addressed 2nd, 3rd and 4th generation mobile networks (2G,3G,4G) for the Four licensees Etisalat, Orange, Vodafone and WE (sorted alphabetically) in outdoors measurements. Key performance indicators used in the survey are included in Annexes slides at the end of this presentation. The tests were in same time and condition for the four operators to ensure fair comparison. NTRA measures the major “key performance indicators” (KPI) that directly relate to the public’s experience through Outdoor (in-car user experience). These include block, dropped calls, voice quality, data throughput. (all details will be found on annexes slides) The drive test results represent a snapshot of the mobile service provider’s network in-car user experience and using a particular type of smartphones to simulate end user. The reported level of service quality may therefore not be exactly comparable with the consumer’s own experience; The threshold for each KPI in license is mentioned in the legend of each graph.
