The State Environment Protection Bureau has approved EIAR in DOCUMENT NO. HUANJIAN(1997)269. (5) Pollutantdischarge standard "SHIP POLLUTANTDISCHARGE STANDARD" (GB3552-83) for ship pollutant discharge. - "SEWAGE COMPREHENSIVEDISCHARGE STANDARD" (GB8978-88) for the resident sewagedischarge in the land area of ship locks. 1.3 ENVIRONMENT IMPACTASSESSMENT OBJECT The environment impact ASSESSMENTobject of THE PROJECT is determined according to "EXAMINATION AND APPROVAL LETTER ON THE ENVIRONMENTIMPACT ASSESSMENTOUTLINE OF THE PROJECT" of the State EnvironmentProtection Bureau. 1.3.1 During construction (I) W'aterenvironment: SS caused by under water dredging, sewagewith oil by the constructionships and boats. and resident sewageby the constructionworkers. (2) Atmosphericenvironment : dust from excavation and filling and the transport of the discardedearth. (3) Noise environment: noise from constructionmachines. (4) Ecological environment : the farmland occupied by THE PROJECT. the veoetationdamaged by THE PROJECT,and the local soil erosion. (5) Social environment: removal and resettlementcaused by the land requisition, and short-termimpact on the normal trafflicorder by the construction. 3 1.3.2During Operation (1) Waterenvironment: sewagewith oil dischargedbv ships and boats. (2) Noise environment:communication noise caused by the ships and boats running on the waterwaysor passingthrough the ship locks. The environment protection objects during operation mainly refer to the environmentalpollution caused by the ships and boats running on the waterwavs or passing throughthe ship locks,which is not causedby THE PROJECTconstruction. 1.3.3 Carryout enviromnentpollution prevention and mitigationmeasures According to the result of the environment impact assesment, the environment pollution prevention and mitigationrneasuresduring and during operation of THE PROJECTare carriedout, and the investmenton environrnentproject etc. is appraised. 1.3.4 Carry out environmentmanagement and monitoringplan Accordingto the result of the environmentimpact ASSESSMENT,the environment management plan, personnel training plan and environment monitoring plan during constructionand operationof THE PROJECTwill be carriedout. 4 2.0 GENERAL SITUATION OF THE PROJECT 2.1 PROJECTPURPOSE According to the plan of the national water transport backbone waterways and Jiangsu inland river backbone waterways network, the World Bank' s loan has been planned to be utilized for THE PROJECT. THE PROJECT focuses on solving the problems: dredgingthe busy waterwaysof good benefit,and the "bottleneck" problem of the ship locks on the Beijing-HangzhouGrand Canal, which have no enough capacity to let the ships pass without delay. The constructionof THE PROJECT can promote the developmentof local economy, improve the modemizationlevel of Jiangsu waterways dredging construction and management, and foster a waterways construction and managementteam of high quality. 2.2 PROJECT COMPOSITION The locationof THE PROJECTis shownin THE LOCATIONDRAWING OF THE PROJECT. (1) THE SUNAN BACKBONE WATERWAYS NETWORK REGULATION PROJECT (shortenedas the Waterways Project, SUNAN means the south of Jiangsu Province): this sub-projectincludes dredgingthree waterways:the Shen--ZhangLine, the Xi--Bei Line and the Su--Liu Line.
