Community Action Agencies serve all 77 counties in Oklahoma. Community Action Agencies were established under the Economic Opportunity Act of 1964. Local tripartite boards control Community Action Agencies. Boards are composed of one-third low-income residents, one-third elected officials and one-third local businesses, nonprofit organizations, faith-based or community groups. Local tripartite boards allow Community Action Agencies to determine the most effective programs based on the specific needs of communities in their service areas. Community Action Agencies identify specific needs in their localities through community needs assessments. Community Action Agencies receiving Head Start grants must have board members who are parents of children enrolled in Head Start, or with expertise in finance, early childhood education, or the law. Additional board members are selected for expertise in education, business administration, or community affairs. Community Action Agencies: • Train people for jobs • Develop local small businesses • Build and maintain affordable homes for families • Weatherize homes for health and energy savings • Save vulnerable families from hunger • Prepare children for success in school • Care for children while parents are at work • Transport patients to care, workers to jobs, and kids to school • Coordinate volunteer opportunities • Assist with filing federal and state tax returns • Provide many other services Community Action Agencies receive funding from federal, state, local, and private sources.
